The Ministry of Civil Affairs, together with the Ministry of Finance, the National Health Commission, and China Disabled Persons' Federation, recently issued the "Notice on Carrying out the "Integrated Rehabilitation Action"", which plans to use three years to improve the quality and level of community rehabilitation services for mental disorders, provide more equitable, accessible, systematic and continuous basic rehabilitation services for patients with mental disorders, enhance the sense of gain and happiness for patients with mental disorders and their families, and strive to create a safe, stable, healthy, and orderly social environment for the comprehensive construction of a modern socialist country.

The "Notice" clarifies annual task indicators for county (city, district, banner) coverage of community rehabilitation services for mental disorders, and the rate of registered rehabilitation service subjects receiving standardized services.
In the first year (January 2023 to December 2023), , focusing on the "Service Coverage Year" construction goal, significant results have been achieved in cultivating community rehabilitation service subjects for mental disorders, the referral service mechanism established based on existing resources has been basically improved, the national unified national referral information platform for community rehabilitation services for mental disorders (hereinafter referred to as the national referral information platform) has been basically completed, and the file data of community rehabilitation service institutions and rehabilitation subjects for mental disorders are relatively complete. More than 50% of counties (cities, districts, and banners) across the country carry out community rehabilitation services for mental disorders, and the rate of registered rehabilitation subjects receiving standardized services reaches more than 30%.
In the second year (January 2024 to December 2024) , focusing on the construction goal of "Year of Improving Quality and Efficiency", community rehabilitation services for mental disorders will be more abundant, and the disease recurrence rate and disability rate of rehabilitation subjects will be significantly reduced. The self-care ability and employment ability have been significantly improved, and the awareness and willingness of rehabilitation subjects and caregivers to receive professional services have been significantly enhanced. More than 65% of counties (cities, districts, and banners) across the country have implemented community rehabilitation services for mental disorders, and the rate of registered rehabilitation subjects receiving standardized services has reached more than 45%.
In the third year (January 2025 to December 2025), , focusing on the construction goal of the "Year of Long-term Mechanism Construction", the national community rehabilitation service system for mental disorders continues to improve, the professionalism, stability, and accessibility of services have been significantly enhanced, the public opinion environment has continued to improve, and social discrimination has been significantly reduced. More than 80% of counties (cities, districts, banners) across the country carry out community rehabilitation services for mental disorders, and the rate of registered rehabilitation subjects receiving standardized services reaches more than 60%.
The "Notice" proposes six key action plans to point out the direction for comprehensively promoting the development of community rehabilitation services for mental disorders.
First, the service system construction layout optimization action. proposes to coordinate the planning of the Jingkang service system and strengthen the standardization of grassroots service networks; set up Jingkang service agencies with comprehensive functions in each prefecture-level city to play a radiating and guiding role; guide high-quality urban mental health service resources to rural areas to carry out rehabilitation services, and vigorously improve the ability and level of mental rehabilitation services in rural areas.
The second is to unblock treatment and rehabilitation referral actions. proposes to make overall use of existing resources and integrate and form a national unified national referral information platform for community rehabilitation services for mental disorders (referred to as the National Referral Information Platform) to realize the sharing and referral of information such as the needs of medical institutions, community rehabilitation institutions and rehabilitation objects; it is clear that various enterprises and institutions, village (neighborhood) committees, social organizations and individuals can submit registration applications to the national referral information platform when they discover the community rehabilitation needs of patients with mental disorders, smooth the registration channels for community rehabilitation service objects, and promote service resource links.
The third is action to improve service supply capabilities. proposes to give full play to the technical support of various medical institutions and the radiating and leading role of mental health welfare institutions and qualified rehabilitation centers for the disabled to improve service supply capabilities; accelerate the cultivation of diversified market entities and encourage social forces to participate in service supply through public and private construction, government purchase of services, government and social capital cooperation (PPP), etc.; enrich the development of service content and promote the diversification of service forms.
The fourth is the action to build a professional talent team. proposes to vigorously cultivate a team of mental health social workers, make good use of professional and technical personnel, and carry out extensive technical guidance, evaluation supervision, and training demonstrations; clarify that personnel directly engaged in service must receive at least 20 hours of professional training every year; strengthen the protection of service talents, and implement a salary distribution system that reflects the value-based incentive orientation of professional services.
The fifth step is to ensure sustainable development. proposes to strengthen the leading and promoting role of government policies. Departments and units such as civil affairs, health, Disabled Persons' Federation, and other departments and units actively support the implementation of the "Jingkang Integration Action" by coordinating existing resources; guide the raising and use of social funds, implement relevant preferential policies for charitable donations, and guide social forces to support and participate in the provision of services and other requirements.
Sixth is the service support system optimization action. proposes to establish operational supervision systems such as service records and statistical reports, standardize service price order, strengthen positive publicity, provide patients with community integration services, promote participation in community activities, and build a community relationship network.
