Chinese cities that are developing rapidly are also suffering from the pain of "garbage siege". According to a survey data from the Ministry of Housing and Urban-Rural Development, more than one-third of the cities in the country are surrounded by garbage, and solving the garbage dilemma has become an important issue in the sustainable development of in Chinese society.
In March 2017, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the "HTM1 Domestic Waste Classification System Implementation Plan ", requiring mandatory domestic waste classification to be implemented first in 46 cities across the country. In June 2019, the Ministry of Housing and Urban-Rural Development and nine other departments jointly issued the "Notice on Comprehensively Carrying out Domestic Waste Classification Work in Prefecture-level and above Cities across the country", and fully launched Domestic Waste Classification Work in Prefecture-level and above Cities across the country. In April 2020, the Standing Committee of the National People's Congress revised the "Law on Preventing and Controlling Solid Waste Pollution Environment", stipulating that the domestic waste classification system will be promoted nationwide and that garbage classification can be based on laws. This year, the report of the 20th National Congress of the Communist Party of China made strategic arrangements on "promoting the green development of and promoting harmonious coexistence between man and nature." With the support of a number of favorable policies, community waste management, as an important link in green development, is attracting more and more discussions and attention.
On December 16, the 4th Community Waste Management Forum was held online. This forum focuses on "promoting cross-border to the future", and invited 18 guests from different industries such as governments, enterprises, social organizations, and academic institutions to explore how to promote cross-border interactions of diverse forces in the field of community waste management from multiple fields such as policy, academic, business, art, and education. The
forum discussed how to implement the grassroots social governance idea of "co-construction, co-governance and sharing" in the field of community waste management, emphasizing the important role of "party building leadership" in it. Professor Liu Jianguo from , School of Environment, Tsinghua University, and Professor Gong Jianhua from the Public Administration Teaching and Research Department of the Shenzhen Party School respectively gave wonderful speeches. Social organizations have a key role in waste management in the last 50 meters of the community and are active in action. This forum released the "Scan Report on the Social Organization Industry of Domestic Waste Issues", which comprehensively presents the development status, challenges and needs of social organizations in this field. It hopes to further build a "public welfare and strong ecology" to help waste management achieve good results.
This forum also invited representatives of financial institutions, heads of art institutions and teachers from art colleges to talk about the action intervention and innovative inspiration of effective waste management in different industries from the perspectives of charitable finance, artistic creation, ecological aesthetic education, etc. In addition to showing the power of the industry, the forum also hopes to convey the role model power of individual actors in society, and invites five individual actors from different backgrounds and experiences to tell their action stories and personal experiences. Among them, there are mothers who accompany the growth of children in the community through nature education, ecological guardians who have been stationed in the Qinghai-Tibet Plateau for a long time, young scientists who have studied cetacean to promote zero-waste islands, natural and historical researchers who are persistent in measuring and experiencing urban changes with their steps, and the current "garbage pickup" of former scholars... A vivid story allows us to see how abstract concepts such as "waste, community, environment, residents, and sustainable development" are embodied, see the wonderful and diverse characteristics of individual actors, and also see how to promote positive changes from your and me daily lives and industries, and experience the abundant power of individual actions.
Since 2019, Vanke Charity Foundation has held the "Community Waste Management Forum" for three consecutive years, hoping to build a professional platform for all relevant parties to learn from each other and inspire each other. From the theme of 2019 to "Let's start again" to "Let's lead in the future" in 2020, and then to the focus on "Let's help with dual carbon" in 2021, the three forums focus on "Towards the future and assists in dual carbon" and extend the blueprint for sustainable community construction from different perspectives. At present, China is actively pursuing the green development goal, gathering more diverse forces and carrying out rich cross-border actions will greatly respond and help achieve this goal.
