2022 is a very testing, extremely difficult, and extremely extraordinary year. Under the strong leadership of the Municipal Party Committee and the District Party Committee, the construction work of Ping An Dongli adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and is guided by the goals of high-quality development, high-level reform and opening-up, high-efficiency governance, and high-quality life. It strives to safeguard national political security and overall social stability, protect people's lives, health, and property safety, and provide a strong guarantee for the comprehensive construction of scientific and technological green valleys, urban new districts, and socialist modern metropolises.
In the face of repeated impacts of the epidemic, we are united and move forward courageously, putting people's life safety and health first, conscientiously implementing the major decisions and arrangements of the Party Central Committee, the State Council, the municipal party committee, and the municipal government, and achieving accurate and efficient epidemic prevention and control. Deeply promote the normalization of the anti-criminal and anti-criminal struggle, implement the "Anti-Organized Crime Law", tackle and rectify the four major industry areas of information networks, natural resources, transportation, and engineering construction, eliminate 5 criminal gangs in accordance with the law, and continue to consolidate the results of a crime-free city. We carried out a 100-day summer public security crackdown and a special anti-fraud operation for elderly care, uncovered more than 1,700 criminal cases, cracked down on illegal absorption of public deposits, fund-raising fraud, and other stakeholder crimes in accordance with the law, and actively pursued stolen goods and restored losses. We concluded 3,694 people's livelihood cases in education, employment, medical care, housing, social security, etc. We strengthened the judicial protection of "one elder and a small child", strengthened the protection of workers' rights and interests, in-depth implementation of the "Eighth Five-Year Plan" legal popularization plan, strengthened public legal services and judicial assistance, carried out public interest litigation to closely meet the needs of people's livelihood, carried out in-depth special actions to correct discipline in the field of urbanization, and effectively reflected fairness and justice in every judicial case. We strengthened three-dimensional public security prevention and control in society, launched the reform of the public security theater system, established 8 public security armed police joint police stations, and built 416 smart safe communities. Criminal security incidents dropped by 22.3% and 10.3% year-on-year, and the social security situation continued to improve. We promoted graded and classified management of safety risks, and carried out special rectifications in the fields of self-built housing, warehousing and logistics, hazardous chemicals, and food safety, and found and rectified 15,000 safety hazards. We launched a 100-day campaign to improve gas safety and completed the renovation of gas facilities in 85 old communities and 34,000 households. Four batches of traffic safety hazard investigations were carried out, 47 potential road traffic accident hazards were rectified, and 6 accident-prone intersections were upgraded and rectified. Accidents dropped by 50% year-on-year. Emergency plan management was strengthened, and the district emergency management command center was completed and put into operation. Complete the pilot tasks of modernizing municipal social governance, adhere to and develop the "Maple Bridge Experience" in the new era, promote the "Haisong Appointment Bar" experience, improve the "whistle reporting" and "handle complaints immediately" operating mechanisms, and try our best to solve the urgent, difficult and anxious problems of the masses. We deeply feel that compared with the expectations of the masses, there are still many gaps and deficiencies in our work. In the new year, we will work with the 860,000 people in Dongli District to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the general tone of seeking progress while maintaining stability, solve problems through hard work, seize opportunities while forging ahead, and strive to build a higher-level safe Dongli and create a more stable, orderly, harmonious and just social living environment.
