Article 1
In order to comprehensively promote the party's political construction, ideological construction, organizational construction, style construction, and discipline construction, improve the personnel selection and employment mechanism that can be promoted and down, build a high-quality and professional cadre team with both moral integrity and ability, loyalty, clean and responsible, and improve the system of strict management of the cadre team, these regulations are formulated in accordance with the " Regulations on the Work of the Communist Party of China" and " Regulations on the Selection and Appointment of Party and Government Leading Cadres" and other party regulations and the " Civil Servants Law of the People's Republic of China" and other laws.
Article 2
promotes leading cadres to be able to go up and down, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the general requirements for Party building in the new era and the Party’s organizational line in the new era, implement the standards for good cadres in the new era, adhere to the Party’s management and comprehensive and strict governance of the Party, adhere to seeking truth from facts, being fair and upright, insist on career first and personnel in line with each other, adhere to the law and regulations, be proactive and steady, and strive to solve problems such as irresponsibility, inaction, and arbitrary actions, and encourage leading cadres to consciously practice the requirements of " Three Stricts and Three Realities" and promote the formation of an employment orientation and political environment where those who are capable are promoted, those who are excellent are rewarded, those who are mediocre, and those who are inferior are eliminated.
Article 3
This regulation applies to party organs at all levels, NPC organs, administrative organs, CPPCC organs, supervisory organs, judicial organs, procuratorial organs, as well as other organs included in the management of Civil Servants Law and cadres who hold leadership positions in reference to the Civil Servants Law. Persons who hold leadership positions in state-owned enterprises and public institutions shall be implemented in accordance with these regulations.
Article 4
Promote the ability of leading cadres to go up and down, and the focus is to solve the problem of being able to go down. Policies should be implemented in accordance with actual conditions, and relevant institutional regulations such as accountability, party discipline and administrative sanctions, organizational handling, resignation, term of office, retirement and other aspects should be strictly implemented to open up channels for cadres.
This regulation mainly regulates organizational adjustments to leadership positions that are not suitable for current cadres.
Article 5
is not suitable for holding the current position, mainly because the morality, ability, diligence, performance and integrity of a cadre are inconsistent with the requirements of the position and are not suitable to continue to work in the current position.Cadres who are deemed to be inappropriate for holding current positions should be adjusted in a timely manner:
(I) political ability is not strong, lacks the proper political judgment, political understanding, and political execution, and have obvious gaps in implementing the decisions and deployments of the Party Central Committee and promoting implementation in light of reality;
(II) Ideals and beliefs are shaken, and their positions are not firm, their attitudes are ambiguous, and their attitudes cannot stand the test at critical moments;
(I) They are not strong in their sense of responsibility and struggle, and they retreat at critical moments such as the interests of the Party and the country, the safety of the lives and property of the people, and passively evade or fail to deal with urgent, difficult, dangerous tasks and major risks;
(IV) There is a deviation in the concept of political achievements. We cannot adhere to the development philosophy of people-centered , and cannot accurately grasp the new development stage, fully and accurately implement the new development concept of . We do not actively and inaction in building a new development pattern and promoting the high-quality development of , and do things randomly. We do things in "image projects" and "political achievements projects";
(V) Violate the Party's principle of democratic centralism, act arbitrarily or be weak and scattered, do our own thing, do not implement or change the decisions made by the organization without authorization, and have no principled disputes in the leadership team, or be nepotism, form cliques, and destroy the political ecology of the local and unit;
(VI) We have weak organizational concepts and do not strictly implement the system of requesting instructions for major matters, reporting on personal matters, etc.
(VII) Defend to implement the organization's allocation, mobilization, communication and other decisions without justifiable reasons;
(VII) Deficient in career and sense of responsibility, poor mental state, perfunctory in matters within the scope of responsibility, do not care about the urgent and difficult problems of the masses, do not do their best, work delays and delays the development of the cause;
(VIII) Insufficient leadership ability, unable to effectively perform duties, complete goals and tasks as required, major strategies, important reforms, and key tasks are not promoted effectively, and the work they are responsible for is in a backward state for a long time or major mistakes are made;
(IX) Inadequate decision-making or decision-making demonstration, resulting in the loss and waste of public funds, state-owned assets, and state-owned resources, ecological environment damage, and public interests, etc.;

(11) Misconduct, abnormal behavior, violate social morality, professional ethics, and family virtues, causing adverse effects;

(13) Annual assessment is determined to be incompetent, or has been determined to be basic competent for two consecutive years, and the democratic assessment is excellent and competent votes less than two-thirds, and it is determined to be unsuitable to hold the current position;
(14) Unable to perform their work duties normally for more than one year due to health reasons;
(15) Other situations where it is not suitable to hold the current position.
Article 6
Party Committee (Party Group) and its organization (personnel) departments perform relevant responsibilities for organizational adjustment in accordance with the authority of cadre management.
Organizations (personnel) departments at all levels should put their efforts into daily understanding of cadres in daily life, regularly analyze and judge the situation of relevant leadership teams and cadre teams such as assessment, inspection, audit, statistics, personal matter reports, democratic evaluation, letters and visits, etc., dynamically grasp the actual performance of cadres, and promptly remind, talk, letters of inquiries, criticize, educate, order inspection or admonishment for those who are not suitable for holding current positions.
Article 7
adjustment is not suitable for serving as a current cadre. It is generally carried out in accordance with the following procedures:
(I) Verification and recognition. The organization (personnel) department comprehensively analyzes all aspects of the situation, verifies the situations that are not suitable for holding the current position, and makes objective evaluations and accurate determinations.Pay attention to listening to the public's feedback and understanding the public's reputation, especially listening to the opinions of relevant personnel such as work objects, service objects, etc. If necessary, you can talk to the cadre himself and listen to the instructions.
(II) Make suggestions. Based on the investigation, verification and analysis results, the organization (personnel) department will make adjustment suggestions for cadres who are not suitable for serving in the current position. Adjustment suggestions include adjustment reasons, adjustment methods, arrangement of destinations, etc.
(III) Organization decision. The Party Committee (Party Group) held a meeting to conduct collective research and make adjustment decisions. Before making a decision, the opinions of relevant parties should be heard. If cadres are involved in the dual management of , the competent party shall solicit opinions from the assistant manager in accordance with relevant procedures.
(IV) Conversation. The responsible person of the Party Committee (Party Group) or Organization (Personnel) Department will talk to the adjustment target, announce the organizational decision, and do a good job in ideological work seriously and meticulously.
(V) Perform the appointment and removal procedures in accordance with relevant regulations. Generally, procedures for adjusting cadres' salaries, benefits, etc. within one month are completed. The election and appointment and removal of cadres in accordance with the law shall be carried out in accordance with relevant laws, regulations, articles of association and prescribed procedures.
Article 8
If a cadre himself is dissatisfied with the adjustment decision, he may apply for review or file a complaint in accordance with relevant regulations. The implementation of adjustment decisions will not be stopped during the review and appeal period.
Article 9
For cadres who are not suitable for serving as current positions, they should distinguish different situations based on their consistent performance and work needs, and make adjustments to the level of civil servants, dismissals, demotions, etc., and those who meet the conditions for early retirement can apply for early retirement.
For those who are not qualified for their current position due to non-personal or health reasons, they should make proper arrangements for career needs and care for cadres.

If the number of jobs is temporarily exceeded, the organization department and organizational department of the higher-level party committee should be approved by the approval of the above-level party committee organization and organizational department, and the digestion time limit should be clarified. Article 10
For cadres who are adjusted, they should track and understand their ideological trends and work status, and do a targeted job in education and management. Article 11
Organizational (personnel) departments at all levels shall record the reasons for adjustment, arrangement methods and follow-up management that are not suitable for serving as current cadres, and report the relevant situations of the previous year to the organization department of the higher-level party committee before the end of January each year.
Article 12
Improve and implement the responsibility system for promoting the work of leading cadres to be promoted and down, the Party Committee (Party Group) should resolutely shoulder the main responsibility, the Party Committee (Party Group) secretary should earnestly fulfill the responsibilities of the first person in charge, and the organization (personnel) department should consciously assume specific work responsibilities, adhere to principles, dare to be responsible, and be truly strict in management, dare to be strict in management, and be strict in management, and in combination with daily cadre selection and appointment, management and supervision, leadership team change, etc., promote the normalization of being able to be promoted and down.
Article 13

Article 14
Strictly promote the work discipline of leading cadres to go up and down, and do not engage in good-personism , do not avoid the important and light, use party discipline and administrative sanctions to evade organizational adjustments, or replace party discipline and administrative sanctions with organizational adjustments, and do not take the opportunity to retaliate.
Article 15
Actively create an institutional environment and public opinion atmosphere for promoting the ability of leading cadres to go up and down, strengthen supervision and inspection, and include the implementation of these regulations in the contents of the Party Committee (Party Group) fulfilling the main responsibility of comprehensively and strictly governing the Party, " one report and two evaluations ", inspections, special inspections on personnel selection and employment, etc., and include them in the contents of the annual assessment report of the Party Committee (Party Group) secretary.Those who are seriously irresponsible or violate relevant work discipline requirements shall be held accountable for the main person in charge of the Party Committee (Party Group) and its organization (personnel) departments, relevant leadership members and direct responsible persons.
Article 16
All regions and departments may formulate implementation rules in accordance with these regulations and in combination with their own actual conditions.
