"'Waste-free city'" is an advanced urban management concept. "A relevant person in charge of Chongqing Municipal Ecological Environment Bureau said that "waste-free" does not mean that solid waste is not produced without solid waste, nor does it mean that solid waste can be fully utilized in full resource. Instead, it refers to a new urban development model led by the new development concept, by promoting the formation of green development methods and lifestyles, continuously promoting the source reduction and resource utilization of solid waste, minimizing the amount of landfill, and minimizing the environmental impact of solid waste.
In recent years, Sichuan and Chongqing have thoroughly implemented the joint prevention and control mechanism, deepening and expanding the "white list" system for cross-provincial and municipal transfer of hazardous waste , jointly crack down on illegal cross-border transfer and dumping of solid hazardous waste, and work together to protect the ecological security of the upstream of the Yangtze River , and have made positive progress, creating conditions for comprehensively promoting the joint construction of "waste-free cities".

At present, the two places have directly approved nearly 50,000 tons of hazardous waste transfers on the "whitelist" across provinces and cities. The average approval time limit has been reduced from more than one month to about 5 days. The types of transfers have increased from 3 to 9, and the number of enterprises has increased to 70, covering more than 40 cities (districts and counties), and the licensing approval volume has reached 140,000 tons.
