Comrade Li Peng's diary "Legislation and Supervision - Li Peng's Diary" (published by Xinhua Publishing House and China Democratic and Legal Publishing House) records in detail the entire process of his leadership in the legislation and supervision of the Ninth National People's Congress during his tenure as chairman of the Standing Committee of the Ninth National People's Congress. It disclosed for the first time many little-known high-level decision-making processes, and recorded the historical process of the legal system construction of my country's socialist democracy.
This diary is divided into two volumes, totaling 600,000 words. It is based on the diary of Li Peng for five years as the chairman of the Standing Committee of the 9th National People's Congress. It is supplemented by relevant speeches, work notes, and meeting minutes. It involves political, economic, cultural and other fields. It is a vivid textbook for promoting the work of the National People's Congress and the system of the People's Congress .
By reading the whole book, I have the following understandings.
First, we must do our work at the National People's Congress with our heart.
Li Peng was 69 years old when he was elected chairman, and it was the time to live his life. In order to live up to the people's trust, Li Peng, with the spirit of "now taking steps forward", was down-to-earth, brave to take responsibility, perform his duties in accordance with the law, encourage innovation, take positive actions, and made great achievements.
Li Peng has the habit of keeping a diary, carefully observes the changes in the world and national conditions, carefully analyzes and studies the experiences and understandings in the work of the National People's Congress, puts forward insightful opinions, and guides the development of various work. It not only fully promotes democracy, works together, and exercises its power collectively, but also gives full play to personal wisdom and roles. Its theoretical value and practical significance have a long-term impact on China's construction of democracy and the work of the National People's Congress.
Second, we must conduct in-depth investigation and research. The National People's Congress is democratically elected, and its power comes from the people. Only by maintaining flesh-and-blood ties with the people, understanding the people's will, and listening to the people's voices, can we have a solid mass base for deliberation and decision-making, and the work of the National People's Congress maintains vitality and vitality.
During Li Peng's tenure as Chairman of the Standing Committee of the 9th National People's Congress, the National People's Congress and its Standing Committee passed a total of 113 laws, legal interpretations and decisions on related legal issues. The Standing Committee conducted 22 law enforcement inspections and listened to 40 special work reports.
In the busy work, Li Peng often goes deep into factories, rural areas, schools and other places to conduct investigations and research, listens deeply to opinions from all parties, and lays a good foundation for the National People's Congress' legislation, supervision and other work, better reflect the wishes and requirements of the people, and more in line with the actual situation of the country and locality, and lays a good foundation.
Third, we must uphold and rely on the leadership of the Party. China's National People's Congress is not a Western parliament. Upholding and relying on the leadership of the Party is an important principle and fundamental guarantee for doing a good job in the work of the National People's Congress.
In the work of the National People's Congress, Li Peng adheres to the system of reporting instructions on major matters and actively strives for the attention and support of the central leadership collective. At the same time, we will strengthen communication and coordination with the "one government and two houses", not only urge them to administer according to law and make fair justice, but also strongly support the work of the "one government and two houses".
Under the leadership of the Party, the National People's Congress and other state organs each assume their responsibilities, perform their duties, coordinate and cooperate, jointly uphold and improve the people's congress system, providing important guarantees and making important contributions to the prosperity of the country, long-term social stability, and people's happiness and well-being.
