At the town level, a grid management service center will be set up. At the community (village) level, a grid party and mass service workstation is set up. Fushan District has transformed the grid team from "government supervisor" to "enterprise-oriented operation". The central enterprise Rungao Company, a subsidiary of China Resources Group , and Fushan District State-owned Holding Company, established Yantai Runtong Information Technology Co., Ltd. in accordance with the investment construction + operation model.
The company is responsible for the recruitment and management of grid workers, maintenance of the district's overall practice grid command center hall, and construction and operation of the district's first-network management platform. This model makes full use of market-oriented advantages to strengthen the construction of grid workers’ reserve teams, so that the government can unload burdens, avoid contradictions, and reduce costs.

The construction of the whole-domain general practice grid management service platform is participated by the district government. Government staff conducted in-depth research in departments, towns and streets communities, and central enterprises provided forward-looking designs to achieve practical and effective results. At the same time, all data will be ultimately retained in the Fushan District Big Data Bureau to ensure security.
At present, the Fushan all-region grid management model has included special topics such as epidemic prevention and control, urban management, comprehensive management 9+X, decision-making analysis, and production safety into the platform management, and established a large circulation in the district, small circulation in towns and streets, and micro-circulation in the community (village) to implement the "seven-step closed-loop" handling process for reporting, acceptance, distribution, disposal, feedback, completion and evaluation of grid matters, and initially realized the "one screen to see the whole city and one network management throughout the region".

The whole-domain general practice grid management service platform will eventually connect all the problems collected by 12345, grid workers, etc., form a report every week and every month to understand what hot topics the masses care about, where the city’s problems are concentrated, and where the difficulties in solving problems are difficult to form an objective and intuitive data. At present, 436,000 related data of human-housing have been entered in Fushan District, and 24,703 incidents have been reported.

Build training and promotion channels

Fushan District established Fushan District Grid School based on the district party school, focusing on building a grid member team training base, social governance theory research base and practical innovation base.
Based on the actual work, Fushan District has carried out 21 online and offline trainings this year. At present, there are 600 full-time grid workers in the district who are stable on duty, with college degree accounting for more than 50%, and 62% accounting for people under 40 years old. Grid workers have played an important role in epidemic prevention and control, city creation, information survey and other work.
At the same time, in order to better stimulate the enthusiasm of grid workers, Fushan District reserves a certain proportion of targeted positions for full-time grid workers in the recruitment of community workers, and does not compete with other applicants on the same stage, providing the most direct promotion channel. Currently, 12 grid workers have successfully joined the company.
