We must once again sound the clarion call for Jiading to gather talents from all over the world, build a systematic and complete talent policy system, create a good environment for the whole society to respect talents and be conducive to the healthy growth of talents, and provide more solid talent support for Jiading's new round of development. The
meeting pointed out that we must build a team of talents with a larger scale and better structure. Strengthen the leading role of leading talents, accelerate the attracting of a group of influential large scientists and entrepreneurs in key industrial fields, and build a hard-core talent array. Strengthen the support capabilities of professional talents, sort out and formulate a key talent recruitment catalog based on the talent needs in key areas, key industries and key areas, and accurately and effectively introduce and train a group of skilled craftsmen, famous teachers and doctors and other talent groups. Strengthen the mechanism for attracting and nurturing outstanding talents. On the one hand, strengthen cooperation with surrounding areas and leading enterprises, improve the flexible and flexible talent flow mechanism, and gather talents on a larger scale; on the other hand, make good use of the on-site industrialization funding policy for young scientific and technological talents in universities and research institutes to cultivate more young talents that match the needs of Jiading's development. The
meeting emphasized that it is necessary to build a more complete and higher-quality talent ecosystem. Create a platform advantage with a "promising future", accelerate the development and growth of "3+1" key industries, actively introduce and cultivate more leading enterprises and leading enterprises in the industry, and give employers more voice in the evaluation, flow and incentives of talents, so that talents can have better job selection and employment opportunities in Jiading. Create an urban environment that is "living and suitable for business", focus on the living needs of talents and their families, solve the "key small matters" such as talent housing, children's enrollment, and the elderly's medical treatment, and focus on improving the working environment of talents. Especially in the process of building characteristic parks, we must improve the environmental quality, optimize the park's supporting facilities, and adapt to the diversified needs of young talents in social, fitness, leisure, etc. Create "integrated and convenient" talent services, continue to deepen the construction of the "talent port", and integrate talent services scattered in various departments in accordance with the functional positioning of "talent aggregation, policy aggregation, industrial aggregation, and resource aggregation", and integrate market-oriented talent service institutions, further improve the integration and convenience of talent services, and drive all kinds of talents to gather in Jiading with the aggregation of talent services. The
meeting reviewed and passed the "Several Opinions on Strengthening and Improving the Talent Work in Jiading in the New Era" and related supporting policies, the "Work Rules of the Talent Work Leading Group of Shanghai Jiading District", and the "Work Rules of the Talent Work Leading Group Office of Jiading District, Shanghai" and other related work matters.
