In order to effectively strengthen the supervision of administrative law enforcement in , further standardize administrative law enforcement behavior, comprehensively improve the level and capabilities of administrative law enforcement, and promote the demonstration creation of a rule of law government in our district. On the afternoon of September 22, the Justice Bureau of Linwei District, Weinan organized a review and review work meeting for the first batch of administrative law enforcement documents in 2022.
This review was composed of an evaluation team consisting of a district government legal consultant, administrative law enforcement supervisor, and heads of legal institutions of various law enforcement units. The review team randomly selected 5 law enforcement units, a total of 26 case files, and conducted the evaluation team in a cross-group manner. Strictly follow the evaluation standards, review page by page, score item by item, and list case files one by page from the aspects of whether the subject is qualified, whether the facts are clear, whether the evidence is conclusive, and whether the application of the law is accurate. Then, each review team exchanged and discussed how to efficiently collect and fix evidence, and expressed their opinions. Everyone expressed that by participating in case file review and finding problems, we can more clearly recognize the weak links in the production of administrative law enforcement case files of our unit.
In recent years, our district has continuously strengthened the standardization of administrative law enforcement, and the law enforcement capabilities and law enforcement levels of various law enforcement units have been significantly improved. Judging from the results of this review, most case files are of high overall quality, but there are still a few problems of irregular law enforcement. In response to the problems found during the review, the District Justice Bureau will urge law enforcement units to make rectifications through administrative law enforcement supervision letters to ensure that the results of the review are implemented.
At the end of the meeting, Comrade Tian Xiaohua, a member of the Party Leadership Group of the District Justice Bureau, delivered a speech in three aspects: improving ideological awareness, strengthening business training, and standardizing case file management. He emphasized that the standardization of law enforcement case file is the fundamental tool to promote strict and standardized civilized law enforcement. We must fully recognize the importance of administrative law enforcement case file review, and take this review as an opportunity to achieve the goal of learning and promoting each other. He pointed out that our district is in a critical period of ensuring epidemic prevention and control and stabilizing economic development. How to create a good business environment for market entities while strictly adhering to the bottom line of public safety and people's health has put forward higher requirements for administrative law enforcement. Only by continuously strengthening the study of law enforcement business, especially the study of basic laws and regulations such as the Administrative Penalty Law and the Administrative Licensing Law, and continuously improving their ability to use laws to solve problems can administrative law better adapt to the new environment and new situation facing administrative law enforcement work.
In the future, the District Justice Bureau will use case file review as a long-term mechanism to improve the quality of case handling and promote administration according to law, adhere to problem-oriented approach, promote rectification and look back, earnestly perform administrative law enforcement supervision functions, and continuously standardize administrative law enforcement behaviors, and create a safe and stable legal business environment to promote the high-quality development of our district's economy and society.
