During a chat, the "Love Bird" said that he wanted to go to Tanghe to meet Qu, but there was no travel fee, so Qu immediately transferred 800 yuan to him on WeChat. After that, the "Love Bird" claimed to be sick, and Qu transferred another 120 yuan to him. On Valentine's Day, February 14, 2022, Qu sent another red envelope of 520 yuan to "Love Bird". But when Qu asked to meet, the "Love Bird" found various reasons to refuse, and Qu did not meet at once. It was not until one day in April that Qu contacted the "Love Bird" many times and firmly asked to meet, he found that the other party's mobile phone had been shut down. After investigation by the public security organs, the "Love Bird" is located in a fraud group led by Cai Mouxin, Wang Mouqian and others.
Cai Mouxin, 33 years old, from Anlong County, Guizhou Province. In 2013, he joined the fraud criminal group in Beijing. In the autumn of 2017, he colluded with Wang Mouqian and six others to transfer the criminal group to the surrounding area of Zhengzhou City, Henan Province. Since 2017, in order to obtain illegal benefits, the fraud group has long been entrenched in some districts, counties and urban-rural fringes in Henan, renting houses and living in groups, recruiting hundreds of sales staff from Yunnan, Guizhou and other provinces to build a fraud group specializing in the crime of marriage, dating and dating fraud.
The fraud group adds "opposite sex" friends from different regions through social software such as WeChat, Momo, QQ, Tantan, etc. After defrauding the other party of trust under the guise of marriage and dating, it fabricates reasons to deceive the other party's red envelopes and transfers. The salesperson regularly withdraws the red envelopes and transfers received on WeChat at a unit of 2,900 yuan and then hands them over to the director. The director goes to the director of the Jiaotong University and the director gives them to the manager.At the same time, the salesperson was organized to lure others to meet on the grounds of falling in love and looking for a job. Later, he deceived the other party to pay 2,900 yuan to join the group and jointly commit online dating fraud by joining the criminal group.
This fraud group has three distinctive characteristics:
First, most of the salesmen are young men, and most of the fraud group are deceived and entered the group after being deceived. After the salesperson impersonated a female netizen, he added victims on APP accounts such as "Yiyu" and "Century Jiayuan", and won the victim's favor by falling in love, and then led to WeChat chat, constantly using various excuses to defraud the other party of money.
Second, the fraud group operates in the company model and manages in the "pyramid scheme" model, requiring centralized accommodation and centralized management. Each den consists of more than 10 people, and from time to time, it will also organize business training, work experience sharing sessions, job exchanges and other activities. Internal discipline is strictly required. Each time you go out, no more than 2-3 people, and the interval between each trip cannot exceed 10 minutes. In order to evade the crackdown of the public security organs, it is stipulated that internal superiors and subordinates cannot meet at different levels, and all pseudonyms are used.
Third, the fraud group also studies and explores the psychology of the scams and summarizes the rules - when the amount of scam is small, they may not report the case, so they stipulate that large amounts of funds cannot be defrauded during fraud, and the fraud amount of each scam is capped at 2,900 yuan.
In addition, when victims make voice, video and other requests, they also find a way to deal with it - they will ask female salesmen to answer the phone and cooperate and deceive the victim.
reporter learned that due to the seriousness of the case, in order to handle the case well, the Tanghe County Procuratorate was led by Procurator General Wang Meng to establish a special task force and held five joint meetings. Recently, 58 major elements and core members including Cai Mouxin have been approved for arrest, and the case is about to be prosecuted.
