"At that time, according to the central government's policies, some non-party intellectuals needed to participate in the cause of multi-party cooperation. As the first doctoral student in the country, I had the responsibility to participate in it," said Wu Zhengde.

From a scholar to a democratic party leader, Wu Zhengde admitted that it is precisely because of his sense of responsibility to do good things for the people and contribute to the economic development of the country and society that he quickly adapted to the changes in his job. In Wu Zhengde's mind, one of the tasks that impressed him the most was the reconstruction of Heilongtang Reservoir in the cooperation between Mengsui.

1986, the Sichuan Provincial Committee of the Democratic League of China and the Suining Municipal Committee and Municipal Government of the Communist Party of China kicked off the cooperation. The Sichuan Provincial Committee of the Democratic League organized experts and professors from more than 10 universities and scientific research institutions to go to Suining, central Sichuan, and embarked on the journey of intellectual assistance, which also kicked off the alliance and Suining cooperation. In June 2002, Wu Zhengde was elected as the chairman of the Sichuan Provincial Committee of the Democratic League. After careful investigation in the early stage, he believed that the alliance cooperation is a new form of multi-party cooperation in the new century and can explore appropriate paths for democratic parties to continue to support local social and economic development in the new era.

The reconstruction of Heilongtang Reservoir in Pengxi County, Suining City has attracted Wu Zhengde's attention. At that time, the per capita water resources in Pengxi County were 150 cubic meters, which was only one-twentieth of the per capita water resources in Sichuan Province, and it can be said that "water is as expensive as oil." Heilongtang Reservoir is a water conservancy project mainly based on agricultural irrigation. However, after the Heilongtang Reservoir, which was completed and stored in 1978, was destroyed by floods in August 1981, the dam was over 50,000 acres of arable land, 54,000 people and 38,000 livestock in the planned irrigation area of ​​the original reservoir were short of water for a long time, and the agricultural losses were huge, and the people were seriously threatened.

Due to the high cost, local finances are unable to bear the burden, and the reconstruction of the reservoir has been delayed again and again. In February 2003, Wu Zhengde went to Heilongtang Reservoir for on-site investigation and inspection, and began to work hard and coordinate on this matter.

Wu Zhengde suggested that comrades from the Suining Municipal Committee of the Democratic League give full play to the political advantages of the Democratic League as a participating party and write a research report to reflect the sufferings of the people; secondly, use local enthusiasm to allow the Suining Municipal Water Resources Bureau to form a planning and construction report and report it to Sichuan Provincial Water Resources Department and the Ministry of Water Resources. He himself took the research report to Beijing to report to the leaders of the Central Leaders of the Democratic League. Ding Shisun, then chairman of the Central Committee of the Democratic League, attached great importance to it and came forward to communicate with the State Planning Commission, the Ministry of Water Resources and other relevant ministries and commissions.

After several efforts, the Heilongtang Reservoir Reservoir Reconstruction Project was finally approved. The total investment of the front and rear projects is nearly 140 million yuan, with a planned construction period of three years, and started construction on December 28, 2003. On the eve of the reconstruction of the reservoir, Wu Zhengde was hospitalized due to illness. He was always concerned about the progress of the project construction on the bed.

In 2016, when the Heilongtang Reservoir supporting project was completed, Wu Zhengde came to the scene excitedly, which was exactly the 30th anniversary of the cooperation between Mengsui. "At that time, the staff asked me what gifts should I give to the guests? I said that only one person would give 10 kilograms of rice produced in the rice fields watered by Heilongtang Reservoir was enough." Since then, Wu Zhengde developed the habit of visiting Heilongtang Reservoir every year.

"Now, the drinking water problem in the surrounding seven townships has been solved due to the completion of the Heilongtang Reservoir. All the surrounding barren mountains have become lush forests, and the original quarry has also become the ecological forest cooperated by Mengsui. After the completion, the people have also sent a letter to express their gratitude." Wu Zhengde said.

Now, a Mengsui Cooperation Exhibition Hall stands next to the Heilongtang Reservoir. This place has become an educational base for the Central Academy of Socialism and Sichuan Academy of Socialism. Wu Zhengde said that the reconstruction of Heilongtang Reservoir is a vivid practice of the multi-party cooperation and political consultation system led by the Communist Party of China.
