Article 8 The traffic authorities of the public security organs shall, together with urban management, natural resources and planning, development and reform, market supervision, administrative approval, judicial, fire rescue and other departments and institutions, establish a parking information exchange and sharing mechanism and a coordination and linkage mechanism for investigation and punishment, and carry out joint law enforcement, key supervision, legal publicity and other work.

Article 12 The construction of public parking lots shall comply with the parking lot planning and design requirements, and shall build lighting, communication, ventilation, drainage, fire protection, video surveillance, parking guidance and other systems according to requirements, and set up special parking spaces for barrier-free facilities, traffic safety and flood prevention facilities and equipment. At the same time, charging devices for new energy vehicles shall be set up or reserved in accordance with relevant regulations.

Public parking lot construction project can only be delivered and used after passing the acceptance; if it is not accepted or fails acceptance, it shall not be delivered and used. After the public parking lot is put into use, it shall not be stopped, converted to other purposes or reduced the number of parking spaces determined by the plan.

Article 13 The traffic authorities of the public security organs shall, together with the urban management authorities, set up road parking spaces scientifically and reasonably based on factors such as regional parking supply and demand conditions, vehicle traffic conditions and road bearing capacity. When setting up road parking spaces, you should fully listen to public opinions, organize regular assessments, make timely adjustments, and announce them to the public. If

(I) The road traffic conditions change, affecting the normal passage of vehicles and pedestrians;

Except for the traffic authorities of the public security organs, no unit or individual may set up or remove road parking spaces without authorization.

Article 14 The traffic authorities of the public security organs may set up temporary parking and fast-track areas on both sides of roads where people gather in kindergartens, schools, hospitals, parks, residential communities, public transportation hubs, public service agencies and other areas for motor vehicles to temporarily stop and get off passengers.

If the parking supply and demand contradictions are prominent in areas such as old residential communities, commercial blocks, tourist attractions, etc., and the surrounding roads have periodic parking conditions such as holidays and nights, the traffic authorities of the public security organs may set up periodic road parking spaces in conjunction with the urban management authorities, and publicize the parking scope, parking period and other contents on site.

Article 15 The urban management department shall reasonably set up non-motor vehicle parking areas (points) according to non-motor vehicle parking needs.The setting of non-motor vehicle parking areas (points) shall comply with the following provisions:

(I) does not affect the orderly, safe and smooth road traffic;

(II) does not occupy evacuation channels, safe exits, fire passages, barrier-free facilities passages and green spaces;

(III) The markings are clear, eye-catching and standardized;

(IV) Other provisions of laws and regulations.

Article 16 encourages state organs and institutions to open special parking lots to the public for free on the premise of ensuring safety, and implement staggered shared parking.

Article 17 Opening a commercial public parking lot shall handle business license, tax registration and other relevant procedures in accordance with the law.

Units and individuals that fail to handle relevant procedures in accordance with the provisions of the preceding paragraph shall not carry out commercial activities in public parking lots. The market supervision department shall investigate and punish illegal business operations without a license in accordance with the law.

Article 18 Vehicle parking service charges shall be subject to government pricing and market-regulated prices according to different categories. If the government pricing is implemented in

, the development and reform department shall formulate differentiated parking service charging standards for regions, models and time periods based on factors such as regional location, parking resource supply and demand, operating costs and social affordability, and announce and implement them after approval by the people's government at the same level. Article 19 If any of the following circumstances occurs, the vehicle parking service fee shall be waived:

(II) Vehicles whose parking time is less than 60 minutes in public parking lots of medical institutions;

(III) Military vehicles , police cars, fire trucks, ambulances, disaster relief and rescue vehicles, administrative law enforcement vehicles, postal vehicles, sanitation vehicles , municipal facilities maintenance and maintenance vehicles, and funeral vehicles;

(IV) Vehicles for transportation by disabled people;

(V) Other vehicles that should be waived for parking service fees as stipulated by laws and regulations.

Article 20 Public parking lot operators and managers shall abide by the following regulations:

(I) Set up parking lot signs and parking lot information disclosure signs at prominent locations at the entrance, publicize parking lot names, business licenses, service items, service content and prices or pricing methods, and supervision and complaint telephone numbers;

(II) Parking space signs, parking direction signs, and vehicle entry and exit guidance signs shall be accurate and clear, and the entry and exit turns machine shall maintain a safe distance from urban roads;

(III) Staff wear unified service signs to guide vehicles to enter and exit in an orderly manner, and maintain parking order in the yard;

(IV) Establish and improve management systems for vehicle parking, safety guarantee, facility maintenance, financial management, fire protection, etc.;

(VIII) Comply with the regulations on clear price tags, charge parking service fees according to the public price, and issue invoices supervised by the tax department;

(IX) Other provisions of laws and regulations.

Article 21 The following regulations shall be abide by:

(I) Parking vehicles in public parking lots:

(I) Parking vehicles according to the type of vehicles allowed to be parked;

(II) Comply with the management system, accept the command and dispatch of staff, and park vehicles in an orderly manner according to traffic signs and markings on the site;

(III) Pay the vehicle parking service fee at the public price after the free parking time;

(IV) Motor vehicles driven or riding by non-disabled persons shall not occupy barrier-free parking spaces;

(V) Do not occupy pedestrian passages, fire passages or barrier-free passages in violation of regulations;

(V) Other provisions of laws and regulations.

Article 22 If any of the following circumstances occurs in the commercial public parking lot, the vehicle driver has the right to refuse to pay the parking service fee:

(I) The staff does not wear a unified service logo;

(II) The invoices supervised by the tax department are not issued in accordance with regulations;

(I) The parking service fee is not charged at the public price.

Article 23 Non-motor vehicle drivers shall park non-motor vehicles in an orderly manner in accordance with the signs and markings; if non-motor vehicle parking areas (points) are not set up, they shall park in an orderly manner in a place that does not affect the passage of other vehicles and pedestrians.

Article 24 Internet bicycle rental operators shall implement vehicle parking management responsibilities, adopt technical means such as electronic fence to guide and regulate vehicle leasers to park vehicles in an orderly manner within the prescribed area, and promptly clean up illegally parked vehicles.

Article 25 When a major event is held or a public emergency occurs, the traffic authorities of the public security organs may set up temporary parking areas around the site or requisition public parking lots in accordance with the law.

Article 26 Violating the provisions of Article 13, Paragraph 3 of these Regulations and setting up or removing road parking spaces without authorization, the traffic department of the public security organ shall impose a fine of 200 yuan.

Article 27 If the Internet bicycle rental operator violates the provisions of Article 24 of these regulations and fails to clean up illegally parked bicycles in a timely manner, causing the problem of random placement and seriously affecting the appearance of the city, the city management department shall order the correction within a time limit; if the correction is not made within the time limit, a fine of not less than RMB 10,000 and not more than RMB 50,000 will be imposed.

Article 28 Staff from the planning, construction and management departments of public parking lots violate these regulations, dereliction of duty, , abuse of power, or commit fraud, shall be punished according to law; if a crime constitutes a crime, criminal liability shall be pursued in accordance with law.

Article 29 If other acts that violate these regulations fail to impose penalties in these regulations, they shall be implemented in accordance with the provisions of relevant laws, regulations and rules.

Article 30 These regulations shall come into force on October 15, 2022.
