In this manuscript, Uehara Yasuke advocated the "Okinawa independence theory" and legally verified whether Okinawa could be independent from Japan. He also extensively investigated issues such as US military base issues and economic policies. In the manuscript, Uehara Yasuke expressed his opinion that "the most realistic thing among the independence that the Japanese government can accept is to choose one country, two systems."

Uehara emphasized that the theory of independence is not a complete denial of the relationship with Japan. It is analyzed that if independence is declared, it is likely to be charged with "civil strife", which is difficult to achieve under the current legal system. As a realistic option, "on the basis of one country, two systems, partial independence with economic independence and broad autonomy may be the first step."

Uehara asked a question on the relationship between Japan and Okinawa at the House of Representatives Budget Committee in February 1997. He asked, "If Okinawa is independent, what kind of legal measures are needed?"
According to Kyodo News, because the question caused a great response, Uehara planned to collect information on his own and study it repeatedly, and express his thoughts through publishing a book.

Public information shows that Uehara Yasuke is from Okinawa Prefecture. He was born on September 19, 1932 and died in 2017 at the age of 84. Uehara Yasuke was the first chairman of the largest trade union in Okinawa, the "Okinawa Army Labor Group (One Army Labor Group)" and promoted the transfer of the Okinawa Prefecture administrative power to Japan. From 1970, he was elected as a member of the Japanese Representative ten times and was committed to solving the Okinawa issue. In 1993, Uehara Yasuke served as the Director of the Department of Land and Resources and the Director of the Development Department of Hokkaido and Okinawa in the Hokawa Joint Cabinet. In 1995, he became chairman of the House Budget Committee.
He also served as Vice Chairman of the Japanese Socialist Party and Vice Chairman of the Social Democratic Party. In June 1998, he left the Social Democratic Party and joined the Democratic Party, but left politics after losing the election in the June 2000 parliamentary election.
