Clustered epidemics have occurred in many places in China, and the epidemic prevention and control situation is severe. After receiving the regional big data of the epidemic situation pushed by other provinces, relevant departments in Hunan Province will classify and assign relevant risk groups, resulting in a sharp increase in the number of people with "red and yellow codes".
Recently, we have also received inquiries from many residents in Kaifu District: My Hunan residents’ health code has changed to red and yellow codes. What should I do?

Step 1: Self-check the reason for coding
1, whether you have a history of overseas travel in the past 10 days (including Hong Kong, Macao and Taiwan);
2, whether you have been to medium and high-risk areas in the past 7 days (the list of medium and high-risk areas can be checked through the WeChat mini program "National Government Service Platform");
3, whether you have been to the city where medium and high-risk areas are located recently and have not undergone nucleic acid testing as required;
4, whether you have recently intersected with the announced confirmed cases or activity trajectory of asymptomatic infected persons;
5, whether you have contacted express delivery, parcel or items related to the new crown epidemic.
Step 2: Actively report to the local community
Residents who have the above conditions will not accept the application for a reduction of the code. They must actively report to the community and cooperate with the implementation of health management measures. After the health management measures are completed, they will be converted to green codes. Generally speaking, red code personnel assigned by big data are prohibited from traveling based on epidemiological investigation and verification. According to the principle of hierarchical control, centralized isolation or home isolation control measures are adopted. If the nucleic acid testing requirements are met, they will generally turn back to the yellow or green code after 7 days. Yellow code personnel assigned by big data are restricted from traveling and do not go out unless necessary. If necessary travel (such as conducting nucleic acid testing or emergency medical treatment) must be standardized for wearing N95/KN95 medical protective masks, not gathering, and not taking public transportation. When the nucleic acid testing requirements are met, it will generally turn back to the green code after 3 days.
Step 3: Submit information to appeal for a code reduction
Residents who meet epidemic prevention regulations and meet the conditions for deregistration of codes, or whose health code has not been converted to a green code (or yellow code) after the implementation of health management measures, they can appeal for a code reduction in the code in the following two ways:
Method 1: Online complaint channel
yellow code or people who are in other provinces but the health code in Hunan Province are red codes, it is recommended to appeal for a code reduction through the "Health 320" mini program. Method 2: Offline complaint channel
Kaifu District residents must report the complaint materials in writing (picture) to the local community neighborhood committee (village committee) after they meet the code reduction conditions (complete isolation or health monitoring, and have corresponding frequency of negative nucleic acid test results, or there is evidence of incorrect coding). After receiving the application, the local community neighborhood committee (village committee) will uniformly summarize the information of the personnel who meet the code reduction conditions and report it to the district Center for Disease Control and Prevention to appeal for code reduction through "online document". The content of the appeal information includes:
① Basic personal information, including name, contact number, ID number, residence, travel history in the past 10 days (the travel history of the city where the epidemic occurs can be described in key areas, streets, and communities).
② Hunan Provincial Resident Health Code (the screenshot must show the name and nucleic acid test results), and itinerary code screenshot (the mobile phone number of the itinerary card must be consistent with the health code, and the city with arrival or passage in the past 7 days must be displayed below the green arrow);
③ The corresponding number of nucleic acid test negative results (at least 24 hours apart between two times);
④ Health Code Code Prevention Commitment Letter: The template is provided by the village (community);
⑤ Other supporting information, such as ticket refund record, the village (community) neighborhood committee, work unit or school where the residence is issued, etc.
