From May 11 to 12, 2020, Li Xing, deputy secretary of the Party Committee of the Autonomous Region Supply and Marketing Cooperative and director of the Supervisory Board, led a research team and a group of four people to Guigang City to investigate the comprehensive reform of the supply and marketing cooperative and the construction of grassroots organizations. On May 12, the research group organized a symposium in the conference room on the third floor of Guiping Supply and Marketing Cooperative to listen to the progress of comprehensive reform and grassroots organization construction in the first quarter. The heads of Guigang Supply and Marketing Cooperative, Guiping Municipal People's Government, Guiping Supply and Marketing Cooperative, and Pingnan County Supply and Marketing Cooperative attended the symposium and reported on the work situation. The participants had in-depth exchanges on the work of doing a good job in comprehensive reform assessment and acceptance and accelerating the construction of grassroots organizations. Director Li Xing pointed out that on the basis of completing the comprehensive reform regulations, Guigang Supply and Marketing Cooperative has innovatively established agricultural product production and sales alliances, created agricultural product production and sales service stations, and actively promoted the development of fruit planting professional cooperatives (large households) and dealers, improved fruit quality, and broadened the sales channels of agricultural products in the city. Although it was not established for a long time, the results were obvious, and the experience and practices are worthy of in-depth summary and promotion. Guiping City’s supply and marketing cooperatives have many highlights. First, through reform, it has achieved a debt reduction of 200 million yuan, and it has not owed social security fees for enterprise employees, and the enterprise development burden is light; second, it has withdrawn 20% of the income from social enterprises every year to establish a "cooperative development fund", which has effectively promoted the reform and development of enterprises; third, it has implemented open cooperatives, actively integrated social resources to build a village-level comprehensive service cooperative, vigorously led the establishment of farmers' professional cooperatives and "agricultural cooperatives" with great development potential and strong driving capabilities, and effectively promoted local agricultural industrialization and large-scale development. Director Li Xing emphasized that supply and marketing cooperatives at all levels in Guigang City should accelerate the promotion of comprehensive reform, benchmark and conduct comprehensive reform acceptance and evaluation work, and ensure that they pass the assessment and acceptance of the autonomous region’s rural work leading group; they should further increase the efforts to build grassroots organizations, actively create village-level grassroots supply and marketing cooperatives through joint cooperation, vigorously lead the establishment of farmers’ professional cooperatives, continuously strengthen the supply and marketing cooperative team, improve the grassroots organization system, improve the ability to serve farmers, and effectively play the important role of supply and marketing cooperatives in promoting poverty alleviation and rural revitalization.
