Federal Minister of Information Wu Maomaoou introduced the content at the diplomatic briefing meeting
At the diplomatic briefing meeting, Federal Minister of Information Wu Maomaoou introduced the current situation in Myanmar in three parts. The speech of Federal Minister of Information Wu Maomaoou is excerpted as follows:
On November 8, 2020, in the multi-party democratic general election held during the term of the Democratic League government, there were serious violations and election fraud on the voter list. According to the official statement of the Federal Election Commission on the results of the voter list, there are more than 1,1305,390 suspected voting violations. Since the election just ended, the Myanmar Defense Forces has publicly released 30 investigation results, and issued statements on its position two times before the election and four times after the election (a total of six times). These cases were well-documented at the Wehrmacht press conference.
Commander-in-Chief of the Defense Forces said that elections should be free, fair elections and sincere political affairs. Due to some controversy over the three phases of the election (before, period and post-election). The Myanmar Defense Forces demanded that the third parliament should not be held until the fraud case was resolved. But they did not follow the recommendations made by the National Defense Forces.
Defense Forces called on the Federal Election Commission to address the large number of differences on the voter list first. The Federal Election Commission rejected this proposal, and therefore the Defense Forces proposed a motion to hold a special session of the People and Nationalities through the People and National Parliament. But they still rejected the National Defense Forces' proposal.
When all proposals were rejected, the Defense Forces proposed to convene a meeting of the Defense and Security Commission led by the President. But they not only ignore the Wehrmacht proposals, but also have not solved the issue of election fraud. By manipulating the votes, they obtained incorrect election results and tried to convene parliament and form a government. Because they violated the provisions of Article 417 and subsection 40 (c) of the National Constitution of 2008 and their actions, these are equivalent to attempting to seize federal sovereignty by illegal means. Therefore, according to the State of Emergency provisions of the 2008 National Constitution, the Myanmar Defense Forces assumed state responsibility.
According to the provisions of the state of emergency, local and foreign journalists and certain foreign journalists who do not abide by media ethics and international relations have spread allegations of the National Defense Forces launching a coup. According to the Constitution, the National Wehrmacht only safeguards state power, not seizes power. At the same time, the National Defense Forces will also hold a free and fair multi-party democratic election in accordance with regulations.
Part 2 is held to introduce the work plan and goals being implemented during the term of the State Administration Commission.
The aspiration of the whole people of Myanmar is to build a truly disciplined country. Since 1988, the Myanmar Defense Forces have established the system on the basis of a multi-party democratic system. In the implementation of a multi-party democratic system, free and fair elections are the "lifeline of these systems", and stability and the rule of law are the basic requirements for free and fair elections. Stability means political stability, security and economic stability. As far as the rule of law is concerned, it needs to follow existing laws and develop a disciplined approach. To implement these processes, the National Administrative Commission formulated a five-point roadmap and adopted nine goals for implementation, including political, economic and social affairs.
In order to effectively implement these roadmaps and goals and bring prosperity to the country and people, the National Administrative Committee established the Career Government of the Federal Republic of Myanmar after six months of work. The Chairman of the State Political Commissar took over the position of Prime Minister under Article 419 of the National Constitution and formed a new legislative body to exercise legislative power. The transfer of administrative and judicial powers to more appropriate organizations or individuals has accelerated the process of all procedures.
, introduces certain aspects of current political, economic and social development during the term of the State Administration Commission.
As the caretaker government of Myanmar, it has been performing its national responsibilities stipulated in the 2008 National Constitution. The election will be held in accordance with the law when the state of emergency ends. It will hand over power to the government based on the election results. On the other hand, the government must be committed to the social and economic development of the people, including the development of the country.
Given that the new coronavirus is a global epidemic faced by all countries, the current caretaker government is stepping up the implementation of preventive measures for the new coronavirus by all available means. The Deputy Minister of Health will elaborate on the prevention measures for the new coronavirus in Myanmar.
Although Myanmar is facing the first and second outbreaks, like other countries, the third wave of the epidemic has a huge impact on Myanmar. However, the government has effectively carried out prevention, control and treatment activities of the new coronavirus, and the disease can be controlled to a certain extent. The government conducted coronavirus testing, implemented stay-at-home orders, and extended public holidays.
These vaccines were purchased from India only during the term of the previous government. When vaccines were not available due to rising infection rates in India, the government stepped up its efforts to purchase vaccines from China and the Russian Federation from the outset.
In addition to the vaccines purchased, China, India, Cambodia and Thailand also donated vaccines and medical supplies like good friends. In addition, donations from individuals and organizations, participation of volunteers, and compliance with health rules by individuals are very supportive of the prevention process of the coronavirus.
Myanmar citizens who were trapped in a foreign country and faced difficulties due to unemployment have been deported during the coronavirus infection. Before the third wave of the coronavirus outbreak, a total of 1,086 Myanmar citizens from Malaysia and 70 Myanmar citizens from India were deported to Myanmar by naval ships respectively. During the third wave period, a total of 74,955 people have returned from China, , Laos, and Thailand respectively.
Myanmar caretaker government Prime Minister earlier stated that our citizens should be protected under the leadership of the government and be helped if necessary. The government will further accept those who are in different countries and willing to return home. The countries concerned are requested to provide necessary assistance in this regard.
On the work of achieving lasting peace in the country
The National Defense Forces fully recognize that the lasting peace process is very necessary. Therefore, in order to successfully carry out the peace process with the civilian military, the National Defense Forces has ceased military operations since December 21, 2018. On the other hand, the Defense Forces are taking effective actions to combat illegal organizations CRPH and NUG-related terrorist organizations that oppose national governments without complying with existing laws.
htmlOn September 7, NUG declared a state of emergency, intending to undermine the peace of the country and the social and economic life of the people. NUG's statement tends to declare war on the government. When the Mindiwu was formally asked whether their respective regions had accepted the NUG terrorist organization, most Mindiwu formally replied that there were no NUG terrorist organizations on their territory.
Inviting diplomats and representatives of foreign missions to attend this diplomatic briefing is to let the outside world understand the facts and information about Myanmar's current development and efforts, and welcome the fruitful cooperation of the international community.
We believe that based on what you have heard and seen, you will be able to distinguish the right and wrong, justice and injustice, cause and effect, and good or bad of the situation in Myanmar.
Federal Election Commission Member Wu Qinmao Wu introduced the content at the diplomatic briefing meeting
Federal Election Commission (UEC) Member Wu Qinmao Wu introduced the premeditated actions of the former government and the former Federal Election Commission in the pre-election stage of the 2020 general election, the results of the election were cancelled according to the election law and future plans. The speech of Wu Qinmao, a member of the Federal Election Commission (UEC), is excerpted by the speech of Wu Qinmao Wu:
The core figures, supporters and partisans of the Democratic League were appointed as members of the election subcommittee at all levels, and there was bias against the National Democratic League throughout the election process.
After the 2018 by-election, the NLD tried to control important departments as part of the plan to formulate the voter list, because the NLD moved the General Administration from the Ministry of the Interior to the federal government office at the federal level and established new immigration and human resources ministries in Shan State , Rakhine State and other provincial states.
In the process of collecting voter list data, the city and village administrators appointed by the Democratic League were closely cooperating with the Democratic League Victory Group in certain places. The former Federal Election Commission has issued amendments to the Parliamentary Election Ordinance in favor of authorized parties. The former Federal Election Commission issued certain restrictions on people without a national identity card and issued instructions to allow voters without a citizen identity card to use other ID cards to vote at the polling station. That's why those who have not identified correctly, and those without any ID cards, are allowed to vote. People with the same ID number are repeated twice or more times on the voter list.
Former Federal Election Commission issued a directive allowing people aged 60 and older to vote in advance due to coronavirus infection. When collecting votes for voters aged 60 and older, members of the DUA campaign visited voters’ residences and collected pre-votes in certain places.
Just two days before Election Day , the former Federal Election Commission also announced that ballots with only ticks and no Federal Election Commission logos were valid, which complicated the polling process at the polling stations. During the ballot printing period for the 2020 election, a total of 1,393,1120 ballots were printed, exceeding the actual number.
Because the NLD is less likely to win elections in these municipalities, the former Federal Election Commission announced that a total of 15 municipalities were postponed: there are 9 municipalities in Rakhine State and 6 municipalities in Shan State. Although some political parties have pointed out that the security situation in the town of Bareva is worse, the elections there are not cancelled. The former Federal Election Commission defended its decision and supported the NLD through abuse of power.
Regarding the election crimes in the 2020 general election, according to statistics from the Ministry of the Interior as of July 31, 2020, 546 cases suspected of election crimes were submitted to the police, 336 cases were prosecuted, 192 cases were closed, and 18 cases are under trial. The number of cases has increased compared to before.
Regarding fraud in the 2020 general election, 287 election complaints were submitted to the former Federal Election Commission and 265 cases against the Democratic League. There were only 29 election complaints in the 2010 election, and 45 elections in the 2015 election, and the number of complaints in the 2020 election was relatively high.
According to data from the former Federal Election Commission, there are 38271447 qualified voters and 39963 polling stations in these 315 municipalities. According to statistics from the Ministry of Labor, Immigration and Population as of November 2020, there are 31775,330 qualified voters, namely citizens over the age of 18. Therefore, the difference in this area is 6496117 voters.
According to cross-check between different provinces and states, there are also duplicates in the voter list. There are also people aged 100 and above and under 18. Overall, there are 11305390 names on the voter list that may be fraudulent. This accounts for 29.54% of the total number of voters provided by the former Federal Election Commission.
Investigation found that 43004382 votes were issued to the polling stations, and the actual number of votes used was 27098058. Therefore, in principle, 15906324 unused ballots should be retained. However, we found that only 1492,783 votes remained. We found that this difference was caused by a combination of missing 1424,391 votes and 438,850 extra votes.
Based on a comprehensive review and analysis of the entire election process before, during and after the election, which also includes inspection results of voter lists and ballots, and field investigations of provinces and states, it was found that the 2020 general election was not held in a free and fair manner. It was also found that the Democratic League abused its government and administrative powers, as well as the rules and regulations of the new coronavirus to illegally obtain state power.
Also, it also examined the cases where the former Federal Election Commission had abused its powers and violated current laws and regulations. Subsequently, the current Federal Election Commission announced the abolition of the 2020 election results. Taking into account the weaknesses of the 2020 election, the current Federal Election Commission is conducting a thorough review of the laws and regulations for elections of people and ethnic parliaments and the laws and regulations for party registration. We are conducting an audit of the funds, money and property of 93 registered political parties in accordance with the Party Registration Act and Ordinance. Negotiations will be conducted with political parties to implement a proportional representation system suitable for Myanmar (PR).
The Federal Election Commission is still completing certain remaining tasks and will continue to hold a free and fair multi-party democratic election once completed in accordance with the emergency provisions of the 2008 National Constitution.

According to the confession of the arrested terrorists, these brutal terrorist activities are linked to members of the Democratic League.

In October 2016, multiple terrorist attacks broke out in Myanmar, with ARSA terrorists attacking security forces and civilians in northern Rakhine State. On August 30, 2017, ARSA terrorists launched a synchronous attack on more than 30 police outposts on the border of Rakhine State. Subsequently, the militant organization was declared a terrorist organization, maintaining the rule of law and security in accordance with the law. Any violations of procedures and codes of conduct by security forces are under investigation and taking necessary actions.
Fifth, from February 2021 to the present, the authorities have taken steps such as arresting thugs and violent protesters, remand and prosecution in accordance with the law. Taking into account the coronavirus situation and its social and psychological welfare for its citizens, the National Administrative Commission rejected the pending cases and issued a notice to release 4,651 prisoners. Some journalists from certain media participated in the arrest and prosecution. The punishment for these journalists is not based on freedom of news and speech, but on their intention to harm the interests of the country, violate existing laws and incite violent extremism. In addition, since August 4, 2021, cases filed under Article 505 (A) of the Criminal Code have been dismissed in accordance with the law. Education, health and other departments staff communicate with civilians every day and give leniency.
Deputy Minister of Health Dr. Aitun introduced the content at the diplomatic briefing meeting
Deputy Minister of Health Dr. Aitun explained the province with the highest infection rate and mortality rate. Excerpts of the Deputy Minister's speech are as follows:
During the third wave of the new coronavirus infection, the infection rates in Bogu province, Yangon province, Yangon province, Mandalay province, , Magui province, and Irrawaddy province were the highest; the highest mortality rates were Keren state, Meng state, , Mandalay province, Yangon province and Irrawaddy province.
The third wave of the epidemic As of now, the third wave has a total of 1139,466 detections, with an average of 11,282 detections per day. Although the test positivity rate was 40% in mid-July, the current test positivity rate has also dropped to 9%. As the test positive rate and the decrease in confirmed cases, the number of new coronavirus cases in people's hospitals and treatment centers has also decreased, so health care for non-new coronavirus-related diseases has also increased. About 50,000 people from internally displaced persons camps in Rakhine State (including Bangladesh ) and more than 1,000 people from the Ceasefire Agreement (NCA) signed with civilian wars have begun vaccination, and these vaccination plans are continuing.
From January 27, 2021 to September 4, 2021, the number of people who received full vaccination exceeded 2.6 million, the number of people who received first vaccination exceeded 2.1 million, and the total number of people who received vaccination exceeded 4.8 million. For the target population aged 18 and above, the total dose for this group was 68 million doses, and 7.5 million doses were provided, causing 11% of the target population to be vaccinated. Therefore, 7% of the country's population has been vaccinated.
From September to December 2021, the new coronavirus vaccination program will target 12 million people, and vaccination will continue. In addition, all priority groups will be added, such as people with disabilities, the Organization for Welfare of the Greece (EAO), patients with chronic diseases, and people aged 40 to 64 years. These new groups will be vaccinated in stages.
The government and the people are working together to implement the prevention, control and treatment of the new coronavirus and the vaccination of the new coronavirus with greater momentum, so that the third wave of the new coronavirus in Myanmar will be significantly reduced and will soon successfully defeat the third wave of the new coronavirus.
