"7.20" heavy rainstorm has brought floods to Henan. The flood storage and detention area has been started, and the people in the area have given their families for everyone. Now, it is the season of autumn harvest again. How can the losses they have suffered be compensated? On September 6, a reporter from Dahe Daily learned from Henan Provincial Department of Water Resources that the Henan Provincial Department of Water Resources, Henan Provincial Department of Finance, and Henan Provincial Department of Emergency Management jointly issued a notice on issuing the "2021 Henan Provincial Flood Storage and Retention Area Application Compensation Work Plan" (hereinafter referred to as the "Plan").
The compensation scope of the "Plan" is for 8 national flood storage and detention areas used in Guangrunpo, involving 3 cities and 8 counties (cities and districts). The issuance of compensation funds will be the responsibility of the county-level people's government where the flood storage and detention area is located, and will be distributed to households in a timely manner by the county-level financial department before December 15.
compensation range is the national flood storage and retention areas that are used in 8 national flood storage areas, including Guangrunpo, Cuijiaqiao, Liangxiangpo, Gongquxi, Changhongtu, Liuweipo, Baisipo, and Xiaotanpo. Wenfeng District , Anyang , Anyang County , Neihuang County , Tangyin County , Huaxian , Junxian , Qixian , Xinxiang City , Weihui City , 3 cities and 8 counties (cities, districts) in total.
The Plan stipulates that, in accordance with relevant national regulations, after the flood storage and detention area is opened, the compensation targets are residents with permanent household registration in the flood storage and detention area. Given that various forms of land transfer in our province are common, if the land transferred by subcontracting, renting, swap, transfer or other means is the actual operator engaged in agricultural production and operation activities as the beneficiary of compensation, but if the original contractor and the actual operator have made other agreements, the agreement shall follow.
The main losses compensated include crop water damage, such as local grain crops, vegetables, cash crops, etc.; economic forest water damage, including local forests, fruit trees, green seedlings, flowers, etc.; professional aquaculture water damage, including domestic livestock, poultry, aquatic products, etc.;
The water damage of household agricultural production machinery that cannot be transferred, including agricultural production machinery such as electric (motorized) machines, diesel engines, etc.; servicing livestock water damage that cannot be transferred or died due to transfer, including cattle, horse, mule, donkey and other livestock engaged in agricultural service (excluding young livestock);
The water damage of housing water, including the main part of residents' legal housing, and other ancillary buildings built do not fall within the scope of compensation; servicing water damage of households that cannot be transferred, including major household appliances such as air conditioners, refrigerators, TVs, washing machines, etc.
is determined according to the serious situation of actual water damage after use in flood storage and detention areas in our province, and is determined according to the upper limit of the national compensation standard. Among them, in terms of crops, it is determined at 70% of the average output value of major crops in the same season in the previous three years. The specific average per mu is formulated by the Provincial Department of Agriculture and Rural Affairs, together with the Provincial Development and Reform Commission, the Provincial Bureau of Statistics, and the Henan Survey Team of the National Bureau of Statistics. In terms of housing, the compensation is 70% of the main part of the water loss, and the specific classification compensation standards will be studied and formulated by the Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Emergency Management. Residents in districts who enjoy the national unified housing construction subsidy policy after the disaster will not be compensated for their house losses.
So, how to issue funds? Is it open and transparent? The Plan clearly stipulates that the issuance of compensation funds shall be the responsibility of the county-level people's government where the flood storage and detention areas are located. According to the compensation plan approved by the State Council, the county government formulates a specific compensation fund issuance plan, and the township (town) government determines the specific compensation amount per household based on this, and the village (neighborhood) committee will make a public announcement (the third announcement), with the announcement period of 5 days.
If residents have objections during the public announcement period, the village (neighborhood) committee should verify it in a timely manner. After no objection, the township (town) government will prepare a compensation list, which will be promptly distributed to households by the county-level finance department before December 15 after approval by the county-level people's government.
