On December 14, the reporter learned from the County Ocean and Fisheries Bureau that the coastal areas of Cangnan County have fully entered the "bay (beach) long era" and have built county-level bay and town, community, and village-level beach head management systems. At present, all tidal flats have implemented the level 4 bay (beach) long. The illegal net equipment of tidal flats along the coast, illegal construction and ship removal, illegal breeding, and rectification of pollution sources on the beach have achieved significant results. The water quality of the sections of the main rivers entering the sea has reached the national annual assessment target.
"Bay (Beach) Chief System" is a comprehensive extension of the "river chief system" to marine tidal flats and bays. According to the principles of local management, combination of sections and blocks, and complete consolidation, the organizational structure of the four-level bay (Beach) chief at the county, town, community and village level is established. The leader of the Bay (Beach) is "taken by the leaders of the Party Committee and government at all levels, and clarifies their respective responsibilities. He has initially established a new organizational management system covering the coastal tidal flats and the Bay Area. Compared with previous marine governance policies, the "Bay (Beach) Chief System" has clear responsibilities, specific tasks, and rigid assessments. It optimizes natural configuration, has clear theoretical guidance and institutional innovation, improves work efficiency, and has received support from many people.
There have been illegal acts in various bays (beaches) in Cangnan County that have destroyed marine ecological environment resources to varying degrees. The phenomenon of "three-no" ships and banned fishing gears involving fishing often occurs. While affecting the beautiful environment of the bay (beach), it also damages the marine ecological environment. The implementation of the "Bay (Beach) Chief System" is to protect every beach and provide institutional guarantees for the sustainable use of beach resources.
According to relevant work requirements, by 2020, Cangnan County will form an efficient and long-term management mechanism, comprehensively eliminate the phenomena of random occupation, misuse, and discharging of beaches (shorelines), comprehensively clean up illegal network equipment in major coastal tidal flats, shallow seas and other areas, comprehensively rectify illegal aquaculture, ensure that the discharge outlets from land sources into the sea meet the standards, the beach surface environment is significantly improved, and the water quality and other conditions in the nearshore waters are stable and improving. Ensure that the control target of the retention rate of the mainland's natural coastline is not less than 67%, and the total coastline is restored to 24.8 kilometers.
As a Bay (tan), Changyanpu Town, in Cangnan County, actively performs its ecological and environmental protection functions of bay and beaches, and has played a good leading role. At present, more than 1,100 acres of mangrove forests, which have begun to take shape in the town's beach demonstration belt, are growing well, a 4.6-kilometer fitness track has been put into use, and the construction of a provincial marine park has started. The town mayor has served as the township stall chief, conducting regular inspections every month. The 12 village directors along Puwan serve as the village stall chief conducting inspections every half month. In addition, there are 12 co-sponsors conducting weekly inspections.
It is reported that the implementation space scope of the Bay (Beach) chief system in Cangnan County is the land and sea space of the bay area such as Dayuwan, Yuliaowan, Yanpuwan, etc., and covers the entire coastal beaches; in principle, it will be extended to the seaside side to the provincial (county) management seaside boundary, and to the land side to the land boundary of the coastal town administrative land area involved in marine functional zoning. Cangnan County has a total of 104 small tidal flats, with a total of 236 bay (beach) chiefs (including co-supervisors) at the county, town, community and village level, and 36 public notice boards for bay chief system were established.
