Recently, the Sichuan Provincial Public Security Department announced that in August this year, the Sichuan Neijiang police cracked a case of helping information cybercrime and arrested 33 criminal suspects. These criminal suspects involved in more than 20 provinces across the country, sent more than 18 million inducing and promotional text messages for online obscene pornography, gambling, and telecommunications fraud, and frozen more than 8 million funds involved.
In June this year, Neijiang , Sichuan Province, Network and Information Security Notification Center discovered through technical means that a telephone number in the No. 162 section of Neijiang City frequently sends spam messages. The content of the text messages involves online obscene pornography, online gambling, and telecommunications fraud, and the number is getting bigger and bigger day by day.
Director of the Big Data Synthesis Operations Center of Neijiang Public Security Bureau, Sichuan Province: This situation has ranged from only a few (information) every day at the beginning to hundreds or thousands every day, and at the highest point it reached 200,000 spam messages per day. This situation has attracted the attention of our investigators.
Since such cases are very likely to lead to high-incidence crimes such as downstream online fraud and online gambling, the Neijiang police immediately set up a special task force. After investigation, the police found that this was a criminal gang involving more than 20 provinces across the country and suspected of using illegal platforms to send induce and promote text messages. After more than a month of in-depth investigation, the Neijiang police in Sichuan organized more than 100 police officers to rush to Neijiang Longchang , Chongqing, Zhejiang, Heilongjiang, Guangdong and other places to carry out centralized network collection.

It is understood that the criminal gang mainly uses illegal information platforms to help fraud gangs, overseas online gambling platforms and pornographic platforms send promotional text messages, inducing victims to be deceived to make profits. At present, all 33 suspects have been transferred to judicial authorities.

The fraud-related gangs provide citizens' personal information and text messages, and send promotional text messages to the fraud-related gangs through card pools and 162 virtual cards, from which they make huge profits based on the number of sent items. Their behavior has constituted the crime of helping information cybercrime.
