This time, Liu Shaoqi was sent by the Central Committee of the Communist Party of China to serve as Secretary of the Manchuria Provincial Committee of the Communist Party of China. Before this, three Manchurian Provincial Party Committees had been damaged by the enemy, and they were more serious each time. The most serious time was in December 1928, when the Manchurian Provincial Party Committee was holding an enlarged meeting, it was surrounded by enemies. Except for the provincial party committee secretary who escaped, 13 people, including the provincial party committee secretary Chen Weiren, all the Standing Committee members and several foreign leaders, were arrested. Due to the serious damage to the provincial party committee organs, the work of the Party and mass movements are almost paralyzed. The Party’s work in the Northeast is in an extremely difficult time.
After Liu Shaoqi came to Fengtian, after a period of hard and meticulous work, the organization of the Manchu Party was quickly restored. After the work on the surface was arranged, Liu Shaoqi was preparing to catch Fengtian's workers. Meng Jian (Meng Yongqian), a member of the Standing Committee of the Provincial Party Committee, was in charge of Fengtian City. He reported to Liu Shaoqi that Fengtian Spinning Mill was planning a strike and the preparations were almost done. Liu Shaoqi decided to attend the branch meeting of the cotton mill with Meng Jian to further understand the situation so as to better guide the strike.

At around 6 pm on August 22, 1929, a person who looked like a teacher appeared in the woods, and he was Meng Jian. After a while, Liu Shaoqi, dressed in a worker, also came. According to the agreement, they would meet with Chang Baoyu, secretary of the party branch of the cotton mill.

In the detention center, Liu Shaoqi took advantage of the opportunity to let the news and said to Meng Jian: "Now the Fengtian Spinning Mill sent us to prison. There are only personal evidence and no physical evidence. If we want to convince the worker (referring to Chang Baoyu) to deny the incitement of the work force, our case will be easier to resolve." Meng Jian, based on Liu Shaoqi's instructions, worked patiently on Chang Baoyu and finally convinced him.When Chang Baoyu passed the court again, he denied all his confessions during the interrogation of the yarn mill.

Besides, the comrades in the provincial party committee did not see Liu Shaoqi and Meng Jian for several days, nor did they hear any news about them. They were very anxious and worried about their safety. The provincial party committee immediately sent Yang Yichen to inquire about the news.
Yang Yichen is the organization secretary of the Organization Department of the Provincial Party Committee. He found the secretary of the Youth League branch of the spinning mill and learned from him that something happened. Liu Shaoqi and Meng Jian were caught by the police in the spinning mill together. Based on this situation, the provincial party committee decided to send Yang Yichen to the enemy's prison and inquire about it to see if Liu Shaoqi and Meng Jian were sent there, because according to convention, the detainees of the police in the stylus mill cannot be too long.

The provincial party committee reported to the central government, tried to rescue and sent Yang Yichen to visit the prison.
Yang Yichen came to the prison with some fruits and snacks, and was waiting to meet "Cheng Bingzhen" at the reception desk in the prison. After a while, the person was brought, and it was indeed Liu Shaoqi.
This place where the prisoners meet has an iron railing in the middle, which is separated by a distance from each other, and is out of reach, so it is impossible to shake a hand. There were jailers on both sides watching and kept urging: "Hurry up, hurry up, the time is up, I can't talk about it." Of course, I can't talk about it in detail on such occasions.
