After May 4, 2018, newly introduced to Xiangtan City work, working in Xiangtan City for no less than 6 months each year, and signing an labor contract with Xiangtan City enterprises for more than 3 years (or employment contract) and talents who have not enjoyed Xiangtan City’s housing preferential policies will be given monetary subsidies for those who purchase or rent a house within the city urban area. The subsidy content is:
(I) If a high-level A, B, C, and D who have been newly introduced to Xiangtan enterprises and municipal scientific research institutes to buy a full-time job, or if a couple purchases a newly built commercial housing together, 1 million yuan, 700,000 yuan, 500,000 yuan and 150,000 yuan of , 6, 1,000 yuan of , and pays in three years at a ratio of 4:3:3. If the total price of the purchased house is lower than the subsidy standard, subsidies will be given based on the actual purchased house price.

Acceptance time and conditions
The subsidy application time is October 1 to December 30 . You can only apply for subsidy after working in Xiangtan City for more than 6 months. The interval between two adjacent declarations must be one year. If the applicant who meets the requirements fails to apply within the specified time limit, or the application materials submitted are incomplete and has not been corrected within the specified time limit, it shall be deemed to have waived the subsidy qualification for the year.
(I) Apply for a house purchase subsidy, the following information should be submitted:
1. House purchase subsidy application form;
2. Applicant ID card (receive the original copy);
3. Registered and filed Xiangtan City commercial housing sales contract and deed tax payment certificate (receive the original copy);
4. The original housing certificate (the recognition of the only housing is based on an individual unit, and high-level talents in Class A, B, C, and D do not need to provide a unique housing certificate);
5. Talent certification certificate or professional title certificate issued by relevant departments, National Professional Qualification Certificate or Education Certificate (check the original copy);
6. Labor (employment) contract signed with the employer or notice form, etc., for entrepreneurship, provide a business license with the applicant as the legal representative (check the original copy);
7. Salary for 6 months and more than 6 months in Xiangtan City, bank statement or personal income tax payment certificate, tax declaration records of the entrepreneurship provider in Xiangtan City for 6 months and more than 6 months;
8. Commitment letter that the purchased house cannot be traded within five years (calculated from the date of tax payment);
9. Copy of the applicant's bank card.
(II) Apply for renting a house subsidy, the following information should be submitted:
1. Rental subsidy application form;
2. Applicant ID card (receive the original copy);
3. Talent recognition certificate issued by relevant departments (receive the original copy);
4. Labor contract signed with the employer (receive the original copy);
5. Original salary bank statements or personal income tax payment certificates for working in Xiangtan City for 6 months and more than 6 months;
6. Copy of the applicant's bank card.
Application process
(I) Application acceptance: If the houses purchased belong to the scope of Xiangtan Economic Development Zone and Xiangtan High-tech Zone , the applicant shall apply to the local housing and construction department; if the purchased houses are outside the scope of Xiangtan Economic Development Zone and Xiangtan High-tech Zone, the applicant shall apply to the window of the Housing and Construction Bureau of Citizens Home. Applicants who meet the conditions for renting a house subsidy shall apply to the housing and construction department of the employer’s location. If the application is the second or third time, it shall be handled in the original acceptance department. The office address and contact information of the acceptance department are as follows:

(II) Review: is reviewed after the application deadline every year. The Municipal (Park) Housing and Urban-Rural Development Bureau, together with the Municipal Human Resources and Social Security Bureau (Park Human Resources and Social Security Bureau), Municipal Finance Bureau (Park Finance Bureau) and other relevant departments, and submit a list of subsidies to be submitted to the Municipal Party Committee Talent Office for review.
(III) Public announcement: After the Municipal Party Committee Talent Office has approved it, the Municipal Housing and Urban-Rural Development Bureau will announce the list of subsidies on the website, and the announcement period is 5 working days.
(IV) Fund allocation: If there is no objection to the public announcement of , if the purchased housing is within the Xiangtan High-tech Zone and Xiangtan Economic Development Zone, the funds will be allocated directly by the park. If the purchased housing is within the urban area (except the above-mentioned parks), the municipal and district finance shall share the subsidy funds at a ratio of 7:3. The Municipal Finance Bureau shall uniformly allocate the subsidy funds to the Municipal Housing and Urban-Rural Development Bureau. The Municipal Housing and Urban-Rural Development Bureau shall allocate the housing purchase subsidy funds to the personal account. The Municipal Finance Bureau is responsible for settlement with the district finance.
Things to be explained
(I) After May 4, 2018, if you are newly introduced to Xiangtan City's leading industries and strategic emerging industries related enterprises and purchase newly built commercial housing, you can apply for a housing purchase subsidy in accordance with this notice, and each house can only enjoy one subsidy.From September 9, 2019 to September 8, 2021, if you are newly introduced to other employers in Xiangtan City to work full-time or start a business in Xiangtan City for the first time, the purchase time of the house should also be between September 9, 2019 and September 8, 2021.
(II) Applicants who receive housing purchase subsidies shall transfer the purchased house (including cancellation of the registered commercial housing sales contract) within five years (calculated from the date of tax payment). The real estate transfer registration procedures and the registration and cancellation procedures for commercial housing sales contracts must be completed before the purchase subsidy is fully refunded.
(3) For reporting units and individuals who commit fraud during the declaration process, once verified, their application qualifications will be cancelled and subsidy funds will be recovered in accordance with the law; if suspected of committing a crime, they will be transferred to the relevant authorities for criminal responsibility in accordance with the law.
(IV) This notice shall be implemented from the date of publication, and shall be implemented in accordance with the reference of all counties (cities) and districts.
