It proposes 12 policy measures in 6 aspects. .
First, support the purchase and use of new energy vehicles. regions are not allowed to set local new energy vehicle model registration catalog and other requirements. Study the issue of extension after the expiration of the policy of exempting new energy vehicles from vehicle purchase tax. Carry out in-depth activities of bringing new energy vehicles to the countryside to promote the consumption and use of new energy vehicles in rural areas. Accelerate the construction of charging facilities and improve the convenience of charging. Guide charging pile operating companies to appropriately reduce charging service fees to reduce vehicle usage costs.
The second is to accelerate the activation of the second-hand car market. proposes to remove unreasonable restrictions on second-hand car sales and make it clear that enterprises whose registered residence and business premises are outside the second-hand car trading market can carry out second-hand car sales business. It is clarified that second-hand cars purchased and sold by car sales companies will be accounted for according to the " inventory product " account, consistent with the new car accounting treatment method, and vehicle registration management will be optimized. It is clear that restrictions on the relocation of small non-commercial second-hand vehicles that meet the National V emission standards will be lifted nationwide. It is required to improve the relevant management regulations for second-hand car transaction registration and promote the transformation, upgrading and expansion of the industry.
The third is to promote automobile renewal consumption. encourages localities to comprehensively use economic, technical and other means to promote the withdrawal of old vehicles. Areas with conditions can carry out the replacement of old vehicles with new ones to speed up the elimination and renewal of old vehicles. Improve the scrapped motor vehicle recycling system and support qualified companies to obtain scrapped motor vehicle recycling qualifications; clarify that the land used for corporate construction projects is in principle industrial land. For qualified companies and projects under construction, the land will be used according to the determined purposes. .
Fourth, promote the sustained and healthy development of parallel imports of automobiles. Allow companies to make commitments to vehicle emission standards, and continue to implement relevant policy requirements for parallel imported cars on-board diagnostic system (OBD) testing and data information during the environmental information disclosure process.
The fifth is to optimize the car usage environment. strengthens the construction of urban parking facilities, and actively expands new parking facilities in conjunction with urban renewal actions such as the renovation of old urban communities. Make rational use of civil air defense projects, underground spaces in parks and green spaces, etc., and tap potential to build additional parking facilities. All localities have improved parking charging policies and strengthened financial and land policy support. Develop automobile cultural tourism and other consumption, and support the construction and operation of automobile sports events, automobile self-driving sports camps and other projects in terms of land use. Study and formulate the conditions for recognition of traditional classic vehicles.

1. Support the purchase and use of new energy vehicles
(1) Promote free cross-regional circulation, To abolish the local protection of the new energy vehicle market, regions are not allowed to set local new energy vehicle model registration catalogs, and are not allowed to set unreasonable vehicle parameter indicators for new energy vehicle product sales and consumption subsidies.
(2) Support the consumption of new energy vehicles and study the issue of extending the vehicle purchase tax exemption policy for new energy vehicles after expiration.Carry out in-depth activities of bringing new energy vehicles to the countryside, encourage qualified places to introduce support policies for going to the countryside, guide enterprises to increase preferential activities, and promote the consumption and use of new energy vehicles in rural areas.
(3) Actively support the construction of charging facilities, accelerate the construction of charging facilities such as residential communities, parking lots, gas stations, highway service areas , passenger and freight hubs, and guide charging pile operating companies to appropriately reduce charging service fees.
2. Accelerate the activation of the second-hand car market
(4) Remove unreasonable restrictions on second-hand car distribution and make it clear that enterprises whose registered residence and business premises are outside the second-hand car trading market can carry out second-hand car sales business. For enterprises engaged in new car sales and second-hand car sales, the business scope shall be uniformly registered as "automobile sales" and shall be filed in accordance with relevant regulations. Registered enterprises should truthfully fill in business content and other information, and the commerce department should promptly push the registered enterprise information to the public security organs and taxation departments. Starting from October 1, 2022, for registered car sales companies that purchase second-hand cars from natural persons, the company is allowed to issue a unified second-hand car sales invoice in reverse and handle the transfer registration procedures based on this.
(5) Promote the commercial circulation of second-hand cars and clarify that car sales companies should account for used cars purchased and used for sale according to the "inventory goods" account in accordance with the national unified accounting system . Starting from October 1, 2022, when registered car sales companies apply for transfer registration of small non-operating second-hand cars, the public security organs will implement separate endorsement management and issue temporary license plates. For cities with car purchase restrictions, it is clarified that second-hand cars purchased by car sales companies and used for sales do not occupy license plate quotas.
(6) Support the large-scale development of second-hand car circulation, and all regions will strictly implement the policy of comprehensively canceling the relocation restrictions on second-hand cars. Starting from August 1, 2022, all restrictions on relocation of second-hand cars will be canceled nationwide (including key areas for air pollution prevention and control specified by the country). Restrictions on the relocation of small non-operational second-hand cars with National V emission standards will promote the free circulation of second-hand cars and cross-regional operations of enterprises. Starting from January 1, 2023, if a natural person sells 3 or more second-hand cars that have been held for less than 1 year in a calendar year, car sales companies, second-hand car trading markets, auction companies, etc. shall not issue second-hand certificates to them. For car sales with unified invoices, transaction registration procedures will not be handled, and relevant departments will handle it in accordance with regulations. The public security organs and taxation departments share verification information, and the taxation department makes full use of the shared information to provide information support for relevant enterprises to issue invoices.
3. Promote automobile renewal consumption
(7) Encourage all localities to comprehensively use economic, technological and other means to promote the withdrawal of old vehicles. Areas with conditions can carry out the replacement of old vehicles with new ones to accelerate the elimination and renewal of old vehicles.
(8) Improve the scrapped motor vehicle recycling system and support qualified companies to obtain scrapped motor vehicle recycling qualifications. For enterprises that have obtained qualifications before the implementation of the " scrapped motor vehicle recycling management measures ", if they are unable to re-complete the qualification certification as scheduled due to the impact of the new coronavirus epidemic, the period can be extended to March 1, 2023. Increase support for land use for construction projects of scrapped motor vehicle recycling enterprises. In principle, the land used for corporate construction projects should be industrial land. For enterprises that have obtained scrapped motor vehicle recycling qualifications and obtain land use approval or construction within 3 months after the issuance of this document, Projects under construction with engineering planning permission shall use the land according to the determined purposes.
4. Promote the sustainable and healthy development of parallel imports of automobiles
(9) Support the development of parallel import business in automobile import port areas. 5. Optimize the car usage environment
(10) Promote the construction of urban parking facilities, effectively improve the effective supply of urban parking facilities, accelerate the application of new technologies and new models, and promote the sharing of parking resources and the matching of supply and demand. Parking facilities will be constructed in new residential areas in strict accordance with urban parking planning and complete residential community construction standards. In conjunction with urban renewal actions such as the renovation of old urban communities, we will actively expand new parking facilities. Make rational use of civil air defense projects, underground spaces in parks and green spaces, etc., and tap potential to build additional parking facilities. All localities should improve parking charging policies, strengthen financial and land policy support, and increase the use of local debt to support the construction of qualified parking facilities.
(11) Develop automobile cultural tourism and other consumption, support the construction and operation of automobile sports events, automobile self-driving sports camps and other projects in terms of land use, study and formulate the conditions for the recognition of traditional classic vehicles, and promote the display, collection, trading, competition and other traditional classic cars Development of related industries and automobile culture.
6. Enrich automobile financial services
(12) Encourage financial institutions to reasonably determine the down payment ratio, loan interest rate, and repayment period, and increase credit support for automobile consumption on the premise of compliance with laws and regulations and controllable risks. Develop automobile financing leasing in an orderly manner, encourage automobile manufacturing companies, sales companies and financial leasing companies to strengthen cooperation and increase the supply of financial services.
All regions and relevant departments must effectively strengthen organizational leadership, refine work measures according to responsibilities, promote relevant policies and measures to be implemented as soon as possible, and further promote the recovery of automobile consumption and the release of potential.
