Zhang Wentian proposed a list of preliminary consultations on behalf of the Politburo, and promoted three formal Central Committee members: Xu Xiangqian, Chen Changhao, Zhou Chunquan, and three alternate Central Committee members: He Wei, Li Xiannian, and Fu Zhong; two comrades joined the Politburo: Chen Changhao is a formal member of the Politburo and Zhou Chunquan is an alternate member of the Politburo.
Zhang Guotao was not satisfied with this list and said: You can also mention a few more people in resolutely promoting workers and peasants cadres!
Mao Zedong responded to him: There are many good cadres in the Four Front Army. Now we are very cautious when we propose these six comrades. According to the provisions of the Party Constitution, the Politburo could not decide on the Central Committee, but now it is done in special circumstances. Other cadres can absorb more work in various military and political leadership organs.
Zhang Guotao made a request from another side: In our opinion, we should mention that all these comrades to the Politburo, so that workers and peasants cadres can be promoted. They have practical experience and can also learn leadership work.
Mao Zedong not only affirmed that "Comrade Guotao's opinions are very good", but he did not let go of it at all, saying that the good cadres of the Fourth Front Army "can be absorbed into the central organs and other departments in the future."

Mao, Luo and others saw through Zhang Guotao's intentions and tried to form a majority to control the Party Central Committee (this is of course just Zhang Guotao's wishful thinking. In fact, the Shawo Conference absorbed most of the comrades who were members of the Central Committee and alternate members of the Central Committee were good cadres of the Party rather than Zhang Guotao). Therefore, in order to increase the number of members of the Central Committee of , Mao and Luo were unified in the caliber and maintained the original proposal.
But in order to start from the overall situation and do everything possible to unite with Zhang Guotao, some concessions were made on the organizational issues: the two comrades who decided to join the Politburo were both formal members.
On the issue of organization, it also decided to restore the headquarters of the First Red Army, with Zhou Enlai as the commander and political commissar of the First Red Army;
