In the situation judgment of the Japanese General Staff formulated in April 1931, three stages were proposed: one is to support the traitor group in China and establish a pro-Japanese regime; the second is to establish an "independent state" that is "separated from China's mainland", that is, to support the puppet regime; the third is to annex China's northeast and incorporate it into the Japanese territory. After the September 18th Incident, a large area of land in Northeast China fell one after another in just 4 months and 18 days. In order to cope with international public opinion and strengthen its rule over the Northeast, Japan established the pseudo-Manchukuo as planned.
After the September 18th Incident, the commander of the Kanto Army Honjo Shin- instructed the Chief of Staff of the Kanto Army Miyake Mitsuji to convene Itagaki Seishiro , Ishihara Kanir , Doihara Kenji, Katakura Kazumi and others to conspire to establish a plan to establish an "independent country" in Northeast China.
Based on this, on September 22, the Kwantung Army formulated the "Solution of the Manchuria and Mongolia Problem", which stipulated that a pseudo regime of supported by Japan and headed by Puyi was established. The main departments such as national defense, diplomacy, transportation and communications were controlled by Japan. On October 21, the Kwantung Army formulated the "Draft Outline of the Ruling of the Manchuria and Mongolian Republic". We set out to gather traitor Xiqia, Zhang Haipeng, Zhang Jinghui and others to piece together the pseudo-government that governs the Northeast, in order to confuse international audio-visual cover for invasion and occupy Northeast China for a long time.
On November 21, the National Assembly decided to send a five-person international investigation team led by Litton, a British man who was once the governor of India, to investigate the September 18th Incident in Northeast China.
Future counter-attacks the investigation team, Japan decided to set up a pseudo-Manchukuo before the investigation team arrived.
In November 1931, Kenji Doihara, the chief of the Fengtian secret service agency in Japan, took Tianjin to lure Puyi to the Northeast with the bait to satisfy Puyi's restoration of the "Qing Empire". Subsequently, under the arrangement of Kenji Doihara, Puyi secretly came to the Northeast from Tianjin. After a series of planning, the pseudo-"Manchukuo" was established on March 1, 1932. On March 9, Puyi held the so-called "inauguration ceremony" in Changchun.
On September 15, 1932, Japan and the pseudo-Manchukuo signed the " Manchuria Protocol ", confirming Japan's control of military, political and economic power in Northeast China in the form of a so-called treaty. After the establishment of the puppet Manchukuo puppet regime, in fact, the puppet Japanese comprehensive invasion of China established the rear military base , and also established a military logistics support base. At the same time, a lot of preparations were made for the full invasion of China. The establishment of the puppet Manchukuo regime is a very important step for Japan to implement the mainland expansion policy.
