The first stage was the Daxinganling development battle in the early 1960s. The central government decided to include the Oroqen Autonomous Banner of Hulunbuir League in Inner Mongolia, part of the Molidawa Daur Autonomous Banner administrative region, all Huma County, Heihe District, Heilongjiang Province and part of the Nenjiang County administrative region, and part of the sect. Huma County , which was originally belonged to Heihe area, and Molidawa Daur Autonomous Banner and Oroqen Autonomous Banner , which were originally belonged to Hulunbuir League, are all classified under the jurisdiction of Daxinganling Region; among them, Daxinganling Forestry Administration is affiliated to the Heilongjiang Provincial Forestry Administration.
The third stage is that in the late 1970s, Hulunbuir , Molidawa Daur Autonomous Banner and Oroqen Autonomous Banner were re-registered to the Inner Mongolia Autonomous Region; but the Gagdaqi District and Songling District, which were originally belonged to Oroqen Autonomous Banner, were still under the jurisdiction of the Daxinganling District, but the original land rights remain unchanged. That is, the current situation of unclear ownership of the two places.
Because of this, Inner Mongolia and Hulunbuir are still actively seeking the return of jurisdiction in the 2nd districts of Gagdaqi and Songling. Therefore, this is also the most embarrassing thing in the Greater Xing'anling area.
Hulunbuir district status
In addition to Gagdaqi and Songling District, there are currently 4 districts, 2 counties and 1 city under the jurisdiction of Daxinganling, especially the only district in the country with 4 districts (currently only municipalities and prefecture-level cities in the country are prefecture-level), among which only Gagdaqi District is formally established, and Songling District, Huzhong District and Xinlin District do not belong to formal administrative districts (town-level institutions).
