Chahar Martyrs Cemetery is located in Qiaodong District, Zhangjiakou City. The construction of the cemetery started in February 1949 and was officially completed on April 10, 1951. It is the earliest martyrs cemetery in North China to be built and has a large construction scale. The main buildings in the park consist of the Revolutionary Martyrs Memorial Tower, the Revolutionary Martyrs Memorial Hall, the Chahar Revolution Memorial Hall, the Martyrs' Tombs, and the Archway.

The Revolutionary Martyrs Memorial Tower is 28 meters high. The tower base covers an area of about 3,700 square meters. The Martyrs Memorial Hall is built inside the tower. On the tower are seven characters "Revolutionary Martyrs Memorial Tower" inscribed by Zhang Su, the former chairman of the Chahar Provincial People's Government. On both sides of the tower are written "To die for the interests of the people is more important than Mount Tai" and "We die for the people." Death is a well-deserved death" with big black characters.
Corresponding to the Revolutionary Martyrs Tower is the solemn merit arch. On both sides of the arch are engraved "Selfless, fearless, selfless, fearless, and immortal" inscribed by the former Chairman of the Chahar Provincial People's Government Zhang Su and Vice Chairman Lu Fu.
