Communism in the public welfare village
Since 1920, communist groups have been established in Guangzhou. Returned overseas Chinese in the public welfare village Xu Maojun was the first member of Huaxian to come into contact with a communist organization. He accepted, studied and promoted Marxism , is one of the earliest members of the Youth League Committee of the Guangdong Provincial Socialist Youth League.

In February 1921, Xu Maojun founded the only communist agricultural league in the province in his hometown, and set up a trial farm in various villages in today's Xinhua area A notice was posted publicly at the venue - "Attention to the Communist Farm League of Huaxian County". When setting up the farm, he donated more than 30 acres of rice fields he owned to the public for collective farming. A large lychee garden was planted and side businesses such as mulberry farming and sericulture were carried out in the garden. Unfortunately, the people's thinking at that time could not keep up with the situation, and the feudal remnants were hindered. The farm was shut down after half a year of operation.

At the same time as the farm was held, that is, in February of the same year, Xu Maojun obtained the consent of the villagers, changed the name of Shaqi Village to Public Welfare New Village , and held a village celebration meeting on the day of the listing. The congress received a congratulatory banner sent by a special person from the Guangdong Provincial Government. The words "New Village for Public Welfare, New Voice of Communism" were written on the banner. It was really satisfying. After more than 150 years, Shaqizhuang has received a new village name with far-reaching significance.

The story of "Public Welfare Incident"
After the "April May Day" counter-revolutionary coup in Guangzhou in 1927, various parts of Guangdong were in the midst of white terror. In accordance with the development of the situation and the needs of the local struggle, the Guangdong Provincial Committee of the Communist Party of China instructs all localities to restore and strengthen the organizational building of the party, making it the bastion and core for carrying out the struggle against the enemy and launching armed insurrection.
According to this instruction, In June 1927, the Hua County Party Branch of the Communist Party of China held a meeting at the Gongyi Village Church and decided to establish the Hua County Committee of the Communist Party of China. Liu Suihua served as the secretary of the county committee. The members of the county committee were Liu Suihua, Huang Bohua, Xu Guangchang, Xu Maojun, Zhang Yaodong and others, the county party committee is located in the public welfare village church. By the eve of the Guangzhou Uprising, the CCP membership team in Huaxian County had made great progress. There were 8 branches under the county committee with more than 40 party members. The main leaders of the farmers' associations and the peasant army in various places were all CCP members, and they were located in public welfare institutions. The county party committee office in the church has also become a secret transit point for connections between Hong Kong, Guangzhou and the and northern Guangdong party organizations.

In February 1928, due to lack of funds , the county committee entrusted Lu Chilin, a member of the Luodong Farmers' Association, to sell a shell gun to meet the urgent need. Unexpectedly, Lu fled with the money after selling the gun. He was later captured and taken back for interrogation. After being punished, Lu went to the Guangzhou Police Station with a grudge to report. The location and activities of the Huaxian County Committee of the Communist Party of China were then known to the enemy.On the evening of February 15, 1928, the main members of the Huaxian County Committee of the Communist Party of China, Hou Lichi, Liu Shenglu, Wang Bingkun, Xu Guangchang, Huang Bohua, and party member representatives gathered at the Charity Church and held an important meeting to prepare for an armed insurrection under the chairmanship of Chen Hanyuan, the special commissioner of the Provincial Committee. The traitor Lu Chilin led a battalion of Guangzhou Kuomintang security guards to Huaxian County and surrounded the charity church in the middle of the night. In addition to Huang Bohua's lucky escape, four others including Chen Hanyuan, Hou Lichi, Wang Bingkun and Liu Shenglu were unfortunately arrested on the spot. Xu Guangchang, Xu Maonan and Xu Maojun's wife Lin Mujie and daughter Xu Xiuzhen were also arrested at home. On December 22, six key members of the county party committee were killed by reactionaries in Huanghuagang, Guangzhou, which was known as a "public welfare incident" in history.

The occurrence of the "Public Welfare Incident" caused the Huaxian organization of the Communist Party of China to suffer a major setback. After that, although provisional county committees and action committees were successively established, they were all attacked by the enemy under the white terror. Due to the destruction and destruction, most of the leading members were killed and individual party members were forced to flee to other places. After April 1931, the Huaxian Party organization suspended public activities, and the remaining party members turned to underground struggles.
The public welfare church was seriously damaged during the Anti-Japanese War. It was not renovated after liberation. It was simply repaired and used for other purposes. It has been used as a pig farm, a production brigade department, a medical station, a radio station, a financial station and a small hospital. The factory has gone through many vicissitudes, but as the former site of the first committee of the Communist Party of China in Huaxian County, it will be remembered forever.

In July 2015, the former site of the first committee of the Communist Party of China in Huaxian County was officially opened to the public after reconstruction. Since the end of last year, Huacheng Street has been upgrading and renovating the old site, building an exhibition hall on the development history of Huacheng over the past century with the theme of "Century of Elegance and Eternity of the Original Aspiration", creating a learning and education center "at the doorstep of the masses".
Walking into the exhibition hall, the mottled documents, pages of yellowed letters, and precious historical photos displayed in the museum give people a more intuitive understanding of the turbulent years and great history of Huaxian County. During the revolutionary process, we received a profound education and spiritual baptism of revolutionism and patriotism. The
exhibition hall is divided into two floors. The exhibition content includes four parts: "Rise up to fight for liberation", "Work hard to break new roads", "Reform and open up to create a glorious chapter", "Keep integrity and innovate to open a new chapter", with pictures and texts such as oil paintings and comic strips. , fully demonstrating the century-old party history of Huaxian County and the key achievements achieved in each period, as well as the revolutionary spirit of the Huadu people who fought hard, were unyielding, dared to think and fight, and the enterprising spirit of the times. The second floor of the
exhibition hall is equipped with a new era learning room and a red lecture hall to vividly spread red culture. Multimedia interactive projects have also been added to the study room to enhance visitors' sense of participation and experience through the "Re-Walk the Long March" mini program.
While focusing on the construction of exhibition projects, Huacheng Street has further improved the overall layout, paved asphalt on surrounding roads, and standardized parking areas, which has greatly improved the traffic outside the old site and the overall environment of the village community. Next, Huacheng Street will rely on the county committee's former site exhibition project to further improve surrounding roads and environmental facilities, and explore the creation of a "public welfare red cultural street" to attract more tourists.
In 2000, Huadu was withdrawn from the city and divided into districts.
