Since the official implementation of the " Regional Comprehensive Economic Partnership Agreement " (RCEP) on January 1, 2022, interconnection has continued to advance, and the trade dividends are being released. Guangzhou Customs guides foreign trade enterprises to flexibly use the RCEP cumulative rules of origin, rationally utilize raw materials from different countries and regions, reduce costs, and arrange the industrial chain and supply chain based on the best, and further promote the development of Guangdong's advantageous industries such as auto parts, clothing, and luggage.

December 5, in the production workshop of Guangzhou Lu'anyi Clothing Co., Ltd., workers were busy in full swing. A batch of chemical fiber fabric imported from Japan and printed label , polyester threads and other clothing accessories are made into work clothes on the assembly line after cutting, sewing, ironing and other processes. They are expected to be exported to Japan in 7 days.
"Our company mainly produces professional work clothes for various Japanese enterprises, with high requirements for fabrics. Japan's imported ingredients account for more than 70%, and the remaining ingredients are native to China. According to the RCEP regional value ingredient standard, the use of original materials from RCEP member countries for production can also accumulate the original ingredients of the goods. Therefore, the work clothes we produce meet the origin standards and can be regarded as originating in China and enjoy the tariff preferential treatment of RCEP." Shi Guang, deputy general manager of Guangzhou Lu'anyi Clothing Co., Ltd., said.
After applying the RCEP regional accumulation rules, enterprises are not limited to a single country to purchase raw materials. By comparing the raw materials of RCEP member countries, they can select raw materials with different quality and prices in multiple countries, so as to promote continuous optimization of procurement, production, logistics and other links. "Now our industrial chain and supply chain layout is more reasonable, and our trade relationship with Japanese customers is closer. We can't finish orders this year!" Shi Guang said.
Origin accumulation rules are a highlight of RCEP in the field of goods trade. Under this rule, the materials of origin of other member states used by enterprises of RCEP member states during the production process can be regarded as local materials of origin, thereby cumulatively increasing the proportion of the value of origin, making it easier for exported goods between member states to obtain the qualification of origin, and reaching the threshold for enjoying tariff preferential treatment.
"RCEP cumulative rules for origin will effectively promote the minimization of production costs in the region and the optimization of trade efficiency. Enterprises can expand procurement channels for product raw materials and parts within RCEP parties, thereby reducing production costs and expanding trade and investment cooperation." Li Depu, second-level director of the Technical Section of the Origin (Kimberley Process Office) of the General Administration of Customs (Guangzhou) introduced.
Taiji (Guangzhou) Automobile Interior Co., Ltd. is a well-known car seat manufacturer, mainly producing car interior supporting facilities for world-renowned automobile manufacturers such as Japan Nissan , Honda, Mitsubishi , etc. "Under the specific rules of origin of RCEP products, the regional value component of the goods can obtain RCEP origin qualifications if the regional value component of the goods is no less than 40%. The value of the car seat covers we produce using imported raw materials from Japan is about 60%. By using the cumulative rules of origin, this standard can be met and the RCEP tariff preferential treatment will be reduced from 3.8% to 3.4%, and will decrease year by year until it finally drops to zero. This will further enhance the international market competitiveness of our products." Zhong Minghui, manager of the company's customs declaration department, introduced that in the first 11 months of this year, the company used the cumulative rules of origin to export value of RMB 101 million, and enjoyed a tariff reduction of about RMB 400,000.
In order to promote the benefits of RCEP policy dividends and more foreign trade entities, Guangzhou Customs continues to increase its publicity and training for enterprises, conducts in-depth enterprise research to provide "one-to-one" policy interpretation, helping enterprises make full use of policy benefits such as tariff concessions, cumulative rules of origin, customs clearance convenience, and continues to promote facilitation measures such as "intelligent review" and "self-service printing" of certificates of origin, promote the integration of regional industrial chains and supply chains, and promote the construction of a strong trade country.
According to statistics, from January to November this year, Guangzhou Customs issued a total of 14,021 preferential certificates of origin under RCEP, with a value of 4.75 billion yuan.
