Recently, the Municipal Development and Reform Commission carried out project review and acceptance work for projects listed in the province's "Top Ten" Industry "Geese Formation" clusters and cluster leading enterprises in 2022", in accordance with the requirements of the "Notice on Organizing the Application of the 2022 Municipal Incentive Fund Support Projects of the "Top Ten" Industry "Geese Formation" clusters and cluster leading enterprises in 2020. Five key projects within the new pharmaceutical industry cluster and the polyurethane industry cluster stand out and are included in the municipal-level incentive fund support scope. It is reported that this policy has been implemented last year, and 10 companies have received this reward.
The five projects that received incentives this year are: Shandong Pharmaceutical Glass Co., Ltd. annual production of 560 million pre-filled syringes expansion and transformation project, Shandong Xinma Pharmaceutical Equipment Co., Ltd. high-end pharmaceutical equipment industrialization project, Shandong Helshi Capsule Co., Ltd. annual production of 16.5 billion plant capsules and smart factory upgrade and transformation project, Shandong Longhua New Materials Co., Ltd. 360,000 tons/year high-performance polyether polyol expansion project, and Zibo Zhengda New Materials Technology Co., Ltd. annual production of 40,000 tons terminal amino polyether (polyetheramine) construction project.
Why do these 5 projects stand out from many industrial cluster projects? What are their characteristics? After sorting out, we can see that the reason why these projects receive rewards has their own common features, that is, the project has obvious highlights and advantages, good expected benefits, and high quality of project implementation.
Take the Shandong Helsh Capsule Co., Ltd.'s annual production of 16.5 billion plant capsules and smart factory upgrade and transformation project of the new pharmaceutical industry cluster as an example. The total investment of the project is 208 million yuan. The main task is to build a new standard factory building, add a customized production line of fully automatic capsules, and intelligently upgrade and transform the production and operation systems of each workshop. Up to now, the 5,000 square meters of standard factory building has been completed, and the entire project is expected to be completed and put into production by the end of March 2023. After all the new projects are put into production and achieve results, the total production capacity of Hershey plant capsules will reach 35 billion pills per year, ranking among the top three in the world. With the launch of fully automatic capsule customized production lines, Hershey can custom design and production on demand according to customers' actual needs for capsule specifications, ingredients, etc., thereby further enhancing the competitiveness of the industry.
Good projects can drive the formation of an industrial chain, and an industrial park is an industrial cluster. Taking the growth path of Gaoqing County Chemical Industrial Park as an example, from construction to investment promotion, all focus on aggregating factor resources, and carry out investment promotion around leading enterprises and leading projects. With the invisible hands of leading enterprises, such as attracting, adhesion, and linking, the "rainforest-type" ecosystem, we will continue to expand the "rainforest-type" ecosystem. This form has become a trend in Zibo. By building industrial parks, focusing on the forefront of the innovation chain, downstream of the industrial chain, and high-end of the value chain, we have introduced a number of "chain leader" enterprises and leading projects. By giving full play to the leading and driving role of large enterprises, leading enterprises, and state-owned enterprises, we will use the city's efforts to invest in high-intensity and cultivate in clusters to quickly expand production capacity and market scale, and create an advantageous industrial chain group with industry benchmark status at home and abroad.
In order to stimulate the vitality and motivation of enterprises, Zibo has also continuously amplified the policy funding effect, and has successively implemented nearly 14 million yuan of provincial and municipal incentive funds, giving priority to supporting the construction of provincial key projects such as "Geese Formation" industrial cluster, provincial selection within the scope of the cluster-leading enterprises, and "double recruitment and double introduction", forming a good situation of working together to promote the development of clusters and leading enterprises.
After recent years of cultivation, many industrial clusters have burst into innovation energy.From the perspective of the fluorosilic new materials industry cluster, by focusing on the stretched industrial chains such as fluorine chemical, silicon chemical and membrane resin matching, a high-tech industrial chain and industrial cluster consisting of cutting-edge technologies such as hexafluoropropylene , vinylidene fluoride, perfluoroethylene, perfluoroethylene, perfluoro ion exchange resin and ion membranes has been built. The main products of the cluster have a domestic market share of more than 40%, accounting for 30% of the exports of the same industry; Dongyue Fluorosi Technology Group has concentrated on breaking through the fuel cell proton membrane, water electrolytic hydrogen production membrane, liquid flow battery energy storage membrane, etc., and a large number of key material projects have been implemented and converted and put into the market in a timely manner.
Whether it is driven by projects or led by industrial parks, it can be seen that Zibo is promoting the first-mover advantage to become a leading advantage through industrial cluster cultivation, making more products become brands, manufacturing become creation, and making "Zibo Manufacturing" more "gold content".
A set of data shows the good momentum of the cultivation and development of Zibo's industrial clusters: From January to June this year, 10 "geese formation" clusters in our city were included in the province's "top ten" industries, with a total operating income of 244.76 billion yuan, scientific research funding investment of 6.05 billion yuan, and a large-scale enterprise account number of 1,197; 17 were listed as leading provincial cluster enterprises, achieving sales revenue of 85.76 billion yuan, a year-on-year increase of 14.87%, and industrial clusters are accelerating.
