Achieving carbon peak and carbon neutral is a major strategic decision made by XXX to coordinate the domestic and international situations. In recent years, our province has thoroughly implemented XXX, unswervingly followed the high-quality development path of ecological priority, green and low carbon, actively responded to climate change, and made positive progress in carbon emission reduction work. While the province's economy is developing rapidly, the quality of water, atmosphere, and ecological environment has remained excellent for a long time and ranks among the best in the country. Carbon dioxide emissions per unit of GDP (hereinafter referred to as carbon intensity) have continued to decline. By the end of the 13th Five-Year Plan, the PM2.5 concentration in the nine cities has dropped to 20 micrograms/cubic meter, and the carbon intensity has dropped by more than 20% compared with 2015. The main work measures are:

First, strengthen basic research on emission reduction. During the "Thirteenth Five-Year Plan" period, in order to scientifically carry out greenhouse gas emission control, our province carries out the preparation of provincial-level greenhouse gas emission inventories every year to identify the main "sources" and "sources" and "sources" in various fields such as industry, energy, transportation and ecosystems. "Integration", strengthen trend analysis and judgment, and provide basis for the formulation of emission reduction policies. After the new "double carbon" goal was proposed in 2020, our department specially commissioned a team of academician Wang Jinnan of the Chinese Academy of Environmental Planning to carry out preliminary research on the province's carbon peak and carbon neutrality to further understand the province's emissions situation and propose feasible solutions to achieve it. Peak paths, models, and relevant results are reported to the provincial party committee and government in a timely manner for decision-making reference. The second is to differentiate the emission reduction tasks. Our province has specially issued the "Fujian Province's "Thirteenth Five-Year Plan" Work Plan for Controlling Greenhouse Gas Emissions", which breaks down the carbon emission reduction targets and tasks issued by the country to various cities, departments and fields one by one and year by year. Conduct assessments in conjunction with the party and government's ecological and environmental protection target responsibility letters to ensure that responsibilities are implemented in place. In the decomposition of emission reduction targets, we are based on the actual situation of the province, taking into account the differences in economic development, resource endowment and emission reduction potential between coastal and mountainous areas, and conduct assessment and management according to three different levels. A local carbon emissions trading market has been established, and about 300 companies in nine high-emission industries such as electricity and steel have been included in quota management, covering more than 80% of carbon emissions in the industrial sector. In the next step, our department will further study and absorb the relevant suggestions of the proposal, focus on the goal of carbon peak carbon neutrality, adhere to the coordinated advancement of pollution reduction and carbon reduction, promote the establishment of a carbon emission reduction policy incentive mechanism, and accelerate the province's green and low-carbon development. First, strengthen the top-level design of emission reduction. cooperates with the development and reform departments to accelerate the formulation of the "1+N" policy system for carbon peaking and carbon neutrality in our province, systematically deploys work tasks in various fields and regions such as industry, energy, transportation, and construction, and promotes the province's carbon peaking goal.
