The "Opinions" pointed out that we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, fully implement the Party's education policy, implement the fundamental task of cultivating people with moral integrity, adhere to the working principle of "service education, problem-oriented, internal and external linkage, departmental coordination", strive to coordinate the efforts of all parties, take multiple measures simultaneously, and implement precise policies. comprehensively standardizes non-disciplinary training, making it a useful supplement to school education, and promoting the all-round development and healthy growth of students.
The "Opinions" emphasize that all localities should clarify the competent departments for non-disciplinary training, set standards and access procedures. Each province (autonomous region, city) should distinguish between sports, culture and art, science and technology and other types of training institutions, and clarify the corresponding competent departments. Provincial-level authorities will take the lead in formulating basic standards for online and offline training institutions of corresponding categories, and clarify bottom-line requirements. Training venues must comply with national laws, regulations and policy requirements on fire protection, housing construction, environmental protection, sanitation, food operations, etc. Employees must have vocational (professional) qualifications in corresponding categories such as sports, culture and art, science and technology, etc. On-the-job teachers in primary and secondary schools are not allowed to be hired, and the employment of foreign personnel must comply with relevant national regulations. Non-disciplinary institutions must obtain administrative licenses from relevant competent authorities in accordance with the law, and then register as legal persons in accordance with the law. It is necessary to conduct a comprehensive investigation, benchmarking and rectification of existing institutions.
"Opinions" emphasizes the need to standardize the daily operations of non-disciplinary training. The content of non-disciplinary training should be in line with the physical and mental characteristics and educational rules of the training subjects, and content related to subject training is not allowed. The training time must not conflict with the teaching time of local primary and secondary schools. The end time of offline training must not be later than 20:30, and the online training must not be later than 21:00. non-disciplinary training institutions must adhere to the public welfare attribute and implement clear pricing and information disclosure. Training fees are managed by designated banks, special accounts, and special funds. Training fees cannot be paid using training loans . It is encouraged to operate by providing training services first and then charging. training institutions are not allowed to charge fees in one go or in the form of recharge, sub-cards, etc. for a time span of more than 3 months or 60 class hours, and the amount must not exceed 5,000 yuan.
The "Opinions" emphasize the need to strengthen daily supervision of non-disciplinary training. The legal representative and the actual controller of the training institution are the first persons responsible for safety management. They must effectively perform their safety responsibilities, abide by construction, fire protection and other safety-related rules and regulations, and eliminate safety hazards in a timely manner. All localities should establish joint law enforcement mechanisms to seriously investigate and deal with illegal and illegal training activities. Promote "Internet + supervision" and integrate all non-disciplinary training institutions into the unified management of the national off-campus education and training supervision and service comprehensive platform. Promote industry self-discipline and guide institutions to operate in a standardized manner.
The "Opinions" make it clear that supporting reforms in the standardized governance of non-disciplinary training must be carried out. Strengthen the role of school education as the main front and promote students' better learning and return to school. Strengthen the staffing and supplement of teachers in urgently needed subjects such as music, physical education, and art, and open a full range of good music, sports, and beauty courses; coordinate the use of social resources in science, culture, sports, etc., and actively recruit retired teachers, qualified social professionals, or volunteers to participate in supporting school after-school services to meet the diverse learning needs of students. Improve the test content, methods and scoring methods of physical education and art high school entrance examinations, reverse the tendency of one-sided exam-oriented education, effectively strengthen process assessment, weaken the selection function, focus on the cultivation of students' sports habits and artistic literacy, and shall not link the results of non-disciplinary off-campus training with enrollment in universities, middle schools and primary schools. Various localities can appropriately introduce non-disciplinary training institutions to participate in school after-school services based on needs. The principle of public welfare must be adhered to, and the fee standards for introduced training projects must be significantly lower than the fee standards for training institutions providing similar training services outside schools.
The "Opinions" require that all localities must, under the unified leadership of the party committee and government, deploy standardized non-disciplinary training as a major people's livelihood project and implement it well. Places and relevant responsible persons who fail to implement responsibilities, fail to take appropriate measures, and have strong complaints from the people must be held seriously accountable.
