In order to further encourage our city's enterprises to actively absorb graduates of ordinary colleges and registered unemployed young people, the Xi'an Municipal Human Resources and Social Security Bureau, in conjunction with the Municipal Education Bureau and the Municipal Finance Bureau, issued the "Notice on Forwarding the Benefits of the Policy of Broadening the Unemployment Insurance Helps Enterprises to Expand Jobs".

Broaden the scope of
From enterprises to 2022 graduates of ordinary colleges and universities who have not been employed within two years of leaving school and young people aged 16-24 who have registered unemployed in 2022. The policy is implemented until the end of December 2022.
Among them:
Unemployed ordinary college graduates within two years of leaving school refers to the person in the real-name unemployed college graduate data information transferred by the education department after July 2020 and after July 2021 (normal college graduates in 2020 and 2021);
young people aged 16-24 who have registered unemployed , referring to the unemployed state of unemployed since the unemployment registration in 2022, and their identity is confirmed by the unemployment registration data obtained by the employment department of our city.

Process
Xi'an City compares the insurance information with the above two types of personnel information on a monthly basis, and actively issues a one-time job expansion subsidy to companies that meet the conditions. Subsidy standards, qualification conditions, review process, issuance time limit, data management, smooth security office and other relevant requirements shall be implemented in accordance with the "Notice on Forwarding the Work on Accelerating the Implementation of the Unemployment Insurance Job Expansion Subsidy Policy" (Municipal Human Resources and Social Security Letter [2022] No. 240).
one-time job expansion subsidy adopts a management model that combines "free application" and "independent application" , and is issued by the agency insured in the enterprise unemployment insurance.
(I) Enjoy the application without payment
Enterprises do not need to apply. Unemployment insurance agency at all levels refers to the provisions of the document "Notice on Forwarding the Work on Accelerating the Implementation of the Unemployment Insurance Job Expansion Subsidy Policy" (Municipal Human Resources and Social Security Letter [2022] No. 240), and verify the application conditions through data comparison and push the relevant information to the enterprise. After the enterprise confirms that it is correct, the subsidy funds will be distributed in one lump sum.
(II) Self-apply for
Unemployment insurance agency at all levels issues to companies that meet the conditions within 30 days after receiving the application; if the application information does not meet the requirements, it will be returned and notified to the company in a timely manner.
Note:
Enterprises recruiting registered unemployed young people, operating human resources service companies insured in accordance with the law, and labor dispatch company and other enterprises shall apply to the "independent application" handling model. When applying for a one-time job expansion subsidy, you must provide labor contract signed by college graduates and registered unemployed young people and the applicant company, the roster of qualified personnel (name, ID number, graduation time, labor contract start and end time, contact number, etc.), the dispatch agreement reached by the dispatching enterprise and the employing enterprise on the allocation of one-time job expansion subsidy funds.

Policy implementation period
Broaden the scope of benefit for the one-time job expansion subsidy policy to implement it to December 31, 2022 .
