Construction units, survey units, design units, construction units, and engineering supervision units must all be responsible for the quality of the construction project in accordance with the law. In particular, we must highlight the primary responsibility of the construction unit and the main responsibility of the implementation unit.
Owner: Project establishment, entrustment, contracting, acceptance and archives must be legal;
construction drawing design documents shall not be used without review and approval.
The construction project that is supervised shall entrust the project supervision unit with the corresponding qualification level to supervise, or the design unit of the project that has the corresponding qualification level to supervise the project and has no affiliation or other interests with the construction contractor of the project being supervised.
Designer, construction party, and supervision party: The contracting, subcontracting, products or services must be legal and compliant with the contract; bear corresponding responsibilities for quality; in addition, the design unit shall not designate a manufacturer or supplier except for building materials, special equipment, process production lines, etc. with special requirements.
*Quality responsibilities and obligations of construction units: (1) The construction unit shall obtain the corresponding level of qualification certificate in accordance with the law and undertake the project within the scope of its qualification level license. It shall not subcontract or illegally subcontract the project. (2) The construction unit is responsible for the construction quality of the construction project. The construction unit shall establish a quality system and determine the project manager, technical person in charge and construction management person in charge of the project. If the construction project implements general contracting , the general contractor shall be responsible for the quality of all construction projects; if one or more items of construction project survey, design, construction, and equipment procurement are subject to general contracting, the general contractor shall be responsible for the quality of the construction project contracted or the equipment purchased.
( 3 ) If the general contractor subcontracts the construction project to other units in accordance with the law, the subcontractor shall be responsible to the general contractor for the quality of its subcontracting project in accordance with the agreement of subcontracting contract , and the general contractor and the subcontractor shall bear joint and several liability for the quality of the subcontracting project.
(4) The construction unit must construct in accordance with the project interpretation drawings and construction technical standards, and shall not modify the project design without authorization, nor shall it cut corners. If the construction unit finds errors in the design documents and drawings during the construction process, it shall promptly put forward opinions and suggestions.
(5) The construction unit must inspect building materials, building components, equipment and commodity concrete in accordance with the engineering design requirements, construction technical standards and contract agreements. The inspection shall be recorded in writing and signed by a special person; if it has not been inspected or fails the inspection, it shall not be used.
( 6 ) Construction units must establish and improve construction quality inspection systems, strictly manage processes, and do a good job in quality inspection and records of hidden projects. Before concealing projects are concealed, the construction unit shall notify the construction unit and the construction project quality supervision agency.
(7) Construction personnel shall take samples on site under the supervision of the construction unit or the engineering supervision unit for structural safety test blocks, test pieces and relevant materials, and send them to quality testing units with corresponding qualifications for testing.
(8) The construction unit shall be responsible for the revision of construction projects that have quality problems during construction or construction projects that fail the completion acceptance.
(9) Construction units shall establish and improve education and training systems and strengthen education and training for employees; persons who have not received education and training or fail the assessment shall not take up their posts.
