The Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council recently issued the "Guidelines for Home Treatment of People Infected with New Coronavirus" requiring primary medical and health institutions to establish a 24-hour duty system to respond to residents' inquiries in a timely manner. In response to the impact of this round of epidemic, primary medical and health institutions and family doctors are the key forces on the front line. All parties must be mobilized as soon as possible to ensure that the personnel of primary medical and health institutions are in place and services are online.
In response to this wave of infections, the national level quickly made arrangements to build a hierarchical diagnosis and treatment service network, repeatedly emphasizing that the grassroots must do a good job in the first diagnosis of infected people, health management of risk groups, and medical security for key groups. The purpose is to ensure that most residents can be treated at home with peace of mind, while easing the pressure on hospitals and saving medical resources for the treatment of severe patients. In a short period of time, hospitals at level 2 and above and grassroots medical and health institutions in various places have opened fever clinics or fever clinics; some township health centers have opened infected wards and are equipped with monitoring and treatment equipment; some places have clarified the service scope and responsibilities of family doctors.
should realize that grassroots medical and health institutions are shouldering a heavy burden. There has always been a gap in the strength of medical staff at the grassroots level, especially in rural areas. During this epidemic, some medical staff with mild infections still have to continue working. As the peak of infection approaches, tasks such as medical treatment, surveillance management, consultation and guidance will continue to increase, and manpower will become even more stretched. At the same time, after the opening of fever clinics and infected wards, the ability of primary medical services is also facing a huge test.
The national level has required that the collaborative support role of medical consortium and medical community be brought into play. Second-level and above hospitals will dispatch relevant professional doctors and hospital management personnel to the grassroots level, and provide technical support and training to the grassroots level through remote methods. The implementation of relevant policies and measures must be accelerated. For example, more professional doctors can be selected to provide consultation or guidance at the grassroots level; the role of Internet hospitals can be maximized while ensuring drug supply and distribution. In addition, we must also pay attention to the physical and mental health of grassroots medical staff and reasonably arrange work tasks and working hours.
Grassroots medical staff are on the front line and must win the trust and support of the people. The difficulties in the implementation of policy measures and the efforts and difficulties of medical staff should be truly presented in an appropriate form. This is also a necessary step to eliminate grievances, enhance understanding, and form a joint force between doctors and patients.
