Honghua Erji Reservoir is located in the middle of Yimin River . It is the only large II reservoir in high-latitude and high-altitude areas. It is a water conservancy project that mainly supplies water, flood control, and takes into account lumber prevention, irrigation and power generation. In 2017, Honghua Erji Reservoir was approved by the Autonomous Region Government as a water source for the central urban area of ​​Hulunbuir City. The total approved area of ​​the protection area was 189.23 square kilometers, the first-level protection area was 4.13 square kilometers, and the second-level protection area was 185.10 square kilometers, and it undertakes the water supply task of nearly 2.3 million people. It provides about 225 million cubes of urban drinking water every year.

For many years, our city has attached great importance to the protection of drinking water sources, adhered to high standards and strict requirements, and took multiple measures to do a good job in supervision of Honghua Erji Reservoir. In accordance with the requirements of the "Technical Requirements for the Standardized Construction of Centralized Drinking Water Sources" and the "Regulations on the Protection of Centralized Drinking Water Sources in Hulunbuir City", measures such as setting up geographical boundaries, installing fences, setting up warning signs and installing high-definition cameras at the boundaries of first-level protected areas are taken to effectively complete the standardized construction of protected areas, and formulate and implement Honghuaerji Reservoir's "Management Measures for Water Source Protection Areas", "Emergency Plan for Water Source Protection Areas Management", "Pursuant to Inspection System for Water Source Protection Areas" and other rules and regulations to comprehensively ensure the safety of water sources and continuously improve the safety guarantee capabilities of water sources.

Our city actively promotes the construction of the water quality monitoring system for the water source of Honghua Erji Reservoir, monitors water quality indicators in real time, and improves monitoring capabilities. At present, the 3 automatic water quality monitoring station will be completed and put into operation soon. Honghua Erki Reservoir has initially formed a monitoring system with automatic monitoring as the main focus and manual monitoring as the supplement. At this stage, the reservoir conducts routine water quality monitoring once a month. During the flood season, the Municipal Ecological Environment Bureau carefully studied and formulated a water quality encrypted monitoring plan for water sources during the flood season. Since the flood season this year, a total of cryptographic monitoring of has been carried out 212 times.

According to relevant staff of the Municipal Ecological Environment Bureau, in order to closely monitor the changes in the water conditions in the reservoir area, the ecological environment law enforcement department regularly conducts inspections and inspections of the reservoir water sources through "double random" and special inspections.The Municipal Water Resources Bureau, Honghua Erji Reservoir Reservoir Area Management Committee, Honghua Erji Hydropower Branch, and Flood Control and Drought Relief Command actively coordinated and cooperated to establish a good information liaison and cooperation mechanism, communicate in real time, and based on job responsibilities, regularly conduct inspections and patrols in the Honghua Erji Reservoir Reservoir area, surrounding areas and upstream and downstream river sections. This year, the number of river patrols and inspections has been more than 2,150 times .

Improve the ecological environment quality

For many years, our city has continuously increased its efforts to restore the ecological restoration of the Honghuaerji Reservoir Basin to reduce human impact. At the beginning of this year, the Ewenki Banner government organized and implemented the ecological restoration of the cultivated grasslands in the Honghua Erji Reservoir Basin. More than 2,100 professionals were transferred to html, and more than 21.5 million yuan of funds were invested. In order to restore the function of the ecological buffer zone of the river upstream of the reservoir and ensure the water quality of the water source, our city invited relevant units to carry out feasibility studies in the aspects of buffer zone ecological restoration, estuary wetland ecological construction, reservoir base improvement, and long-term management and maintenance, organize and implement the protection and restoration project of Honghua Erji Reservoir to continuously improve the water ecological environment quality of the basin.

In order to effectively protect the water ecological environment of Honghua Erki Reservoir and improve the early warning, prevention and control, emergency preparation and processing capabilities of Honghua Erki Reservoir Water Hua, the emergency response plan for Honghua Erki Reservoir Water Hua was organized. A 26 special working groups for the handling of the Shuihua incident, led by the main leaders of the municipal government, and the responsibilities of each department are clarified.
