This is a professional electric switch manufacturing enterprise in Weihai Customs under the jurisdiction of Qingdao Customs . It mainly provides battery management systems, multimedia central control units, electronic gear shift levers and other products to world-renowned car companies. The products are sold to more than 40 countries and regions including South Korea and Europe. With the continuous increase in business volume, the company's demand for becoming an AEO company and enjoying customs clearance facilitation and other policies.
"We officially submitted an application for AEO certification to the customs after the Weihai City creation of AEO demonstration city." Zhang Jian, the company's business manager, introduced that the company has placed integrity management in a prominent position since its establishment, and applying for AEO certification was included in the work plan early. As soon as Weihai City started the work of creating AEO demonstration city, the company submitted an application to Weihai Customs.
In 2021, Qingdao Customs launched the AEO demonstration city creation activity within the customs area. Yue Jinbo of Qingdao Customs Enterprise Management Office introduced that this work is the first in the national customs system, aiming to improve the construction of the social credit system and improve the credit management and governance capabilities. Through joint creation by various affiliated customs and local governments, strengthen the dual-wheel drive of the government and customs, jointly expand the scale of AEO enterprises, implement differentiated regulatory measures, improve the creditworthiness incentive mechanism, and help the construction of the import and export credit system to develop .
"We continuously improve the internal management level of the enterprise and benchmark against international standards. In August this year, we successfully passed the customs AEO certification, becoming the first enterprise to pass the certification after Weihai City launched the creation of the AEO demonstration city." Zhang Jian introduced that after passing the certification, the enterprise enjoyed the convenience measures of AEO enterprises, and clearly felt that the customs clearance speed was faster and the inspection rate was lower. At the same time, foreign orders also increased by nearly 30%. Since the beginning of this year, the company's battery export value has reached 270 million yuan, and its market share in South Korea, which has achieved mutual recognition of AEO with my country, has increased to 80%. "For enterprises, this is really a genuine 'golden signboard'." After the launch of the
AEO demonstration city creation activity, Qingdao Customs has continuously optimized and introduced AEO policies to benefit enterprises, from the initial 12 facilitation measures to later AEO companies enjoying more than 30 convenient measures such as low inspection rates and priority handling of customs clearance services, and then to the new six measures such as priority laboratory testing and priority implementation of local inspections. The list of benefits for enterprises has been continuously extended, and the sense of gain of reducing costs, improving efficiency and increasing convenience has been continuously enhanced, and the demonstration and leading effect has been initially revealed.
"Carrying out AEO demonstration city creation activities is like paving a path of integrity and guiding enterprises on the road of honest operation." Zhang Liankai, a relevant person in charge of Weihai Municipal Bureau of Commerce, said that in the AEO demonstration city creation activities, local relevant departments have also issued preferential policies including fund rewards, financing references, etc. Up to now, more than 40 AEO companies in Qingdao Customs have received a funding reward of 3.3 million yuan in this policy.
As of now, there are 315 AEO companies in Qingdao Customs District, accounting for 0.25% of the total foreign trade enterprises; since this year, the total import and export volume of AEO companies has reached RMB 693.329 billion, accounting for 24.85% of the total import and export value of the customs district, covering nearly one-quarter of the import and export volume with two-thousandths of the number of enterprises.
Next step, Qingdao Customs will continue to implement relevant work deployments, and will optimize the construction of the import and export credit system as an important starting point for customs to support the industrial development of the jurisdiction, and create a group of high-quality AEO companies that are "trustworthy, well-known and sustainable" internationally, and drive to improve the overall credit level of the import and export field, and serve the mutual promotion of domestic and international dual circulation with a good credit environment.
