VOCs pollution, the "difficult" problem of environmental governance
VOCs, also known as volatile organic compounds, mostly occur in industrial production, social life, road traffic and agricultural environments. The sources are wide and the components are complex, which greatly hinders the work of environmental pollution control. Moreover, in recent years, the industrial economy has been developing continuously, with more and more industrial pollution sources, and the proportion of environmental pollutants is increasing.
VOCs are one of the important precursors of fine particulate matter and ozone . It has a special odor and is harmful to the human body. It is prone to symptoms such as dizziness, coma, and convulsions. In addition to the harm caused by itself, it will also produce secondary pollution, and undergo photochemical reactions with hydrogen and oxygen element in the atmosphere, resulting in photochemical smoke. It then spreads, generating fine particulate matter and ozone, which can cause bad weather phenomena such as haze and acid rain, affecting travel and life. VOCs pollution has become a "difficult" problem in environmental governance, so monitoring and control of VOCs pollution is imperative. The reason why it is difficult to control VOCs pollution is summarized according to actual conditions, the main factors are as follows:
(1) There are many emission industries and complex types of pollutants
0 Petroleum refining, medicine, chemical industry, ink, furniture production, packaging and printing, plastic making, etc. will produce a large number of VOCs pollutants, and the types of pollutants produced in different industries are also different.
(2) The process flow is complex, the emission conditions are complex, and supervision is difficult.
There are many production process flows in various industries, and the lengths of the links are different. There are fixed source emissions and unorganized emissions when pollutants are emitted. Therefore, there are many emission sources that need to be monitored, which is not easy to regulate.
(3) Complex governance technology
In most cases, VOCs pollutants are emitted in the form of mixtures and require comprehensive governance through different governance technologies, which is difficult to control.
(4) There are many sources of emission points, and the dispersion of
In the production and processing process of chemical, pharmaceutical, solvent, spraying and other industries, VOCs are usually discharged in the form of dispersion. Valves, pipeline interfaces and other places are locations where VOCs are prone to leakage, and the points are dispersed and complicated, making monitoring and treatment difficult.
(5) The treatment facilities have safety hazards
VOCs are flammable and explosive, and it is necessary to ensure the safety of pollution control through a complete fire resistance and explosion-proof design and reduce dangerous accidents.
Therefore, in order to deal with this "long-standing" problem, multiple policy guidance documents point out that ambient air VOCs monitoring should be deployed in key areas, and VOCs encrypted monitoring and navigation monitoring should be organized. By establishing a VOCs monitoring network, we will continue to promote the progress of environmental prevention and control work, and fully support the ecological and environmental protection work in accordance with the requirements of "monitoring first, sensitive monitoring, and accurate monitoring", so as to achieve the purpose of defending the "lifeline" of monitoring data quality and ensuring that monitoring data is "real and accurate".
