It has to be said that among the cities in Shandong Province, Linyi City is the most populous prefecture-level city with a total population of more than 11 million, surpassing the largest city, , Qingdao and the provincial capital Jinan. First of all, let’s talk about the specific situation in Shandong Province. Shandong Province is a large population, economic and grain province in my country. According to the data from Qipu in 2020, Shandong Province has a total population of 101 million, ranking second in the country among all provinces in my country, second only to Guangdong Province. Shandong people have straightforward, simple, martial, brave and good at fighting. All parts of Shandong have always been the main areas for recruiting troops in all dynasties. Shandong Province has a high grain output and a wide variety. For a long time, Shandong Province has been one of the main grain producing areas in my country.
The geographical location of Shandong Province is very important. In ancient warlords' melee or confrontation between the north and the south, whether Shandong can be captured is the top priority. First, after controlling Shandong, we obtained a steady stream of food and military resources. Shandong officers and soldiers are very strong and good at field battles in large corps. From a geostrategic perspective, after the northern regime controlled Shandong, it was able to not only protect North China and Central Plains, but also head south to the north bank of Lianghuai and Yinma. The opposite is true for the southern regime. Once Shandong is seized, it directly controls the initiative in the war.
In recent years, Shandong Province has actively developed the vegetable planting industry and established a series of vegetable bases. The complete supply system formed is called "the national vegetable basket." In many areas of Shandong Province, vegetable greenhouses are everywhere. In terms of vegetable cultivation, Shandong Province has long ranked first in the country. In 2021, Shandong Province's total GDP reached 8.3 trillion, second only to Guangdong and Jiangsu Province, ranking third in the country. At present, Shandong Province has a total of 16 prefecture-level cities under its jurisdiction.

Among the 16 cities in Shandong Province, Linyi City has the largest population. In 2021, Linyi City's total population exceeded 11 million, ranking first in Shandong Province, surpassing Qingdao City, the largest city in Shandong and Jinan City, the provincial capital. In 2021, Linyi City's total GDP was more than 546 billion, reaching a very good level. In accordance with Linyi City's development plan, we will strive to exceed the 800 billion mark in 2025.
At present, Linyi City has 3 districts and 9 counties under its jurisdiction, totaling 12 districts and counties, namely: Lanshan District , Luozhuang District , Hedong District , Tancheng County , Cangshan County, Junan County , Yishui County , Yinan County , Pingyi County , Fei County , Mengyin County , Linshu County . In fact, the zoning pattern of 12 districts and counties in Linyi City has undergone several stages of changes and adjustments.
As we all know, my country's provincial system appeared during the Yuan Dynasty rule. It has undergone hundreds of years of refinement and adjustment, from the 10 major provinces of the Yuan Dynasty, to the thirteen provinces of the north and south of the Ming Dynasty, and then to the 18 inland provinces of the Qing Dynasty . During the reign of Emperor Qianlong of the Qing Dynasty, the zoning pattern of Shandong Province was basically formed. At that time, Shandong Province had 10 prefectures under its jurisdiction, namely: Jinan Prefecture , Yanzhou Prefecture , Dongchang Prefecture, Qingzhou Prefecture , Dengzhou Prefecture , Laizhou Prefecture , Wuding Prefecture, Yizhou Prefecture , Tai'an Prefecture , Caozhou Prefecture .
At that time, most of the counties under Linyi City were under the management of Yizhou Prefecture. Yizhou Prefecture had 1 sanzhou and 6 counties, namely: Lanshan County , Tancheng County, Fei County, Yishui County, Mengyin County, Rizhao County , and Juzhou . In 1912, after the fall of the Qing Dynasty, which ruled for more than 200 years, our country entered a complex stage of warlord melee. During this period, warlords from all over Shandong Province attacked each other, causing great damage to the economy of various places. At the same time, all parts of Shandong have encountered natural disasters such as the Yellow River diversion, drought, locust plague, and other natural disasters, and the people's lives are very hard.
During the Anti-Japanese War period, the Eighth Route Army troops went to Shandong and established a strong base in the Linyi area. The anti-Japanese military and civilians severely attacked the Japanese troops in various parts of Shandong. In a blink of an eye, it was the early stage of the founding of the People's Republic of China. With the basic end of large-scale wars, our country entered the stage of post-war reconstruction and economic development. In Shandong Province, a series of prefecture-level cities and special districts have been formed one after another.
1949, the counties under Linyi City were under management, including Yimeng District, Nishan District, Taizao District, and Binhai District. In 1950, Shandong Province established the Yishui District and the Linyi District, which are the earliest frameworks of Linyi City. At first, the Yishui District had nine counties under its jurisdiction, namely: Yishui County, Juyi County , Yinan County, Mengshan County, Mengyin County, Yiyuan County , Ju County , Rizhao County, and Junan County. Linyi Special Zone has under its jurisdiction, including Linyi County, Linshu County, Xinhailian City, Tancheng County, Cangshan County, Lanling County, , Fei County and other places.
A problem arose. Xinhailian City and other places are clearly affiliated with Jiangsu Province, so why are they included in the Linyi Special Zone? In the early days of the founding of the People's Republic of China, out of actual management needs, seven counties and county-level cities in northern Jiangsu Province were assigned to Shandong Province for three years. It was not until 1952 that it was returned to Jiangsu Province one after another. In 1953, the Yishui District was abolished, and Rizhao County of the Yishui District was transferred to Jiaozhou District for management. At the same time, the seven counties under the Yishui Special Zone, including Yishui County, Ju County, Juyi County, Junan County, Yinan County, Mengyin County, and Yiyuan County, which were originally under the jurisdiction of the Yishui Special Zone, are included in the Linyi Special Zone for management.
At the same time, Pingyi County, the original Teng County Special District, was included in the Linyi Special District management. After this round of zoning adjustment, Linyi District has jurisdiction over more than 10 counties, and the scope of relations has been significantly expanded. In 1956, Rizhao County of Jiaozhou District was included in the management of Linyi District, and the jurisdiction of Linyi District began to be further expanded. After entering the 1960s, in order to develop and build, Linyi County, under the jurisdiction of Linyi District, was abolished and a county-level city was established. As of the mid-1960s, Linyi City had 1 county-level city and 12 counties under its jurisdiction.

In the late 1960s, all the special zones across the country were changed to regions, and Linyi special zones were renamed to Linyi area, and the jurisdiction was basically unchanged. In the late 1970s, my country's economy entered a period of continuous rapid development. In order to adapt to the needs of economic development, various regions under each province have successively made zoning adjustments.
In order to develop coastal trade and port cities, Rizhao County under the jurisdiction of Linyi District was abolished in the 1980s, and Rizhao county-level cities were established. In 1989, it was promoted to a prefecture-level city and separated from the management of Linyi. At the same time, Yiyuan County, which is under the jurisdiction of Linyi area, is included in the management of Zibo City. In 1992, in order to expand the jurisdiction of Rizhao City and further develop the economy, Ju County in Linyi District was included in the management of Rizhao City.
In 1994, Linyi area was abolished and Linyi prefecture-level city was established. Linyi county-level cities were abolished and Lanshan District, Hedong District and Luozhuang District were formed. In addition, nine counties including Tancheng County, Cangshan County, Junan County, Yishui County, Yinan County, Pingyi County, Fei County, Mengyin County, and Linshu County have formed a zoning for 12 districts and counties. In 2014, Cangshan County in Linyi City was renamed Lanling County, and the author thought of the famous "Lanling Entry Song".
As of this time, the zoning pattern of 12 districts and counties in Linyi City has been completely formed.Of course, due to economic needs, after entering the 21st century, Linyi City has successively established several new districts such as the Economic and Technological Development Zone, the High-tech Zone, the Beicheng New District, and the Yihe New District. However, these new areas belong to functional areas and are relatively special and are generally not included.
