At around 8:47 on September 24, 2022, Liu Mouzhong drove a small car with license plate number Shaanxi ex***8. He drove from east to west along National Highway 342 in Chengcheng County to 2 kilometers and 900 meters southeast of Anli Town , and then collided with Liu Moufang in the same direction as Liu Moufang in the front, causing the two-wheeled electric vehicle and three-wheeled electric vehicle to collided with the Shaanxi ee***6 large tank sprinkler truck that was sprinkling water on the right side of the same direction, causing 4 deaths and 2 injuries to the road traffic accident (one person died at the scene, three people died after failed rescue, and two people were being treated in the hospital, and there was no life-threatening situation). At present, the perpetrator Liu Mouzhong has been controlled by the public security organs.
After preliminary investigation: the accident, the driver of the Shaanxi ex***8 small car drove the vehicle without maintaining a safe distance and could not avoid it; the driver of the Green Horse electric tricycle, Zhou Mouzhong, was suspected of illegally carrying people in the vehicle. The accident exposed the driver's weak safety awareness and failure to comply with road traffic safety laws and regulations. It also exposed the problems of insufficient control over road surfaces by the traffic management department in the jurisdiction and insufficient investigation and punishment of serious traffic violations such as electric tricycle illegally carrying manned vehicles.
