According to the order of the State Council and the Central Military Commission to change the designation of the infrastructure engineering unit, division, and squadron to regiment, battalion, and company, the 851th regiment was renamed the 851 regiment from August 1, 1980.
In August 1966, the 851th Battalion, as the first unit of the Infrastructure Engineering Corps Transportation Corps, immediately went to the construction site and engaged in intense road construction. At that time, the mine road in Dukou City was a preparatory project before the start of the Panzhihua Steel Plant. It included 24 large and small roads with a total length of 174 kilometers, including 122 kilometers of third-class roads and 53 kilometers of fourth-class roads. The main projects included Shihua Road, Ertan Road, and Ferry. The Hemen Suspension Bridge and the Anning River Bridge were all constructed by the 851th Group. These projects are characterized by scattered points, complicated projects, and tight schedules. In the construction area, the mountains are high and steep, and the beaches are dangerous and current. The complex terrain brought huge difficulties in engineering operations, and some were even abandoned by local construction units in the early stages. Later, the "third-line" construction headquarters assigned this important task to the 851th Group to complete.

In June 1970, the 851th Brigade had just completed the task of the Dukou Mine Road, and was ordered to go to Shaanxi to undertake the construction of the Qinling Mountain Road before it had time to rest. This highway is an important national defense highway connecting Guanzhong and Hanzhong. It starts from Zhouzhi County in Shaanxi Province in the north and reaches Yangxian County in the south, with a total length of 38 kilometers. Although the highway is not long, the terrain where it passes is extremely complicated, and there are many natural dangers such as "Xia Ma Ditch", "Iron Wall Beam," "Three and Four Pools" and so on. The project was handed over to local units in the early stage, but because it could not be completed, it was decided to transfer the 851th brigade to complete.
At the end of 1971, the Qinling Mountain Highway was completed. A total of 560,000 cubic meters of earth and stone, 2 bridges, 74 culverts were completed, and more than 4,000 troops were invested. During the construction, 16 officers and soldiers were sacrificed and dozens of them were disabled. When the troops finished their mission and left, the people of Zhouzhi County spontaneously sent off, many people stuffed the soldiers' backpacks and pockets with shoes, food, fruits, etc., and sent them away with tears., The scene is very touching.
At this time, the 851th Group has become a road construction assault force that is well-known from far and near and is good at fighting tough battles. After completing the Qinling Mountain Highway, the 851 Group accepted the task of building Hanzhong Airport. It is time for the Lanzhou Military Region to build a national defense highway from Qinghai Minhe to Menyuan. The highway is 280 kilometers long, bordering Qilian Mountain in the north, Datong River in the east, and traversing high mountains, Meihua Cliff, Dama Mountain and virgin forest. The construction conditions are extremely difficult and dangerous. Pi Dingjun, commander of the Lanzhou Military Region, personally requested the Central Military Commission to transfer the 851th Battalion to complete this difficult task. In April 1972, the 4,400 officers and men of the 851th Group were ordered from Shaanxi to Qinghai and began to take on this task. In order to reduce transportation pressure, the troops walked 130 kilometers after getting off the train in Xining to enter the construction site. On May 2, the troops were fully engaged in construction.

In early 1974, the 851th Battalion, which had just completed the construction of the Minmen Highway, accepted the arduous task of rectifying and rebuilding the Qinghai-Tibet Highway. The troops came to Gobi New City, Golmud.
In November 1983, the Qinghai-Tibet Command Post was renamed the 11th Detachment of the Infrastructure Engineering Corps. In January 1985, the transportation unit of the Infrastructure Engineering Corps was incorporated into the Armed Police Forces sequence. The 11th Detachment was renamed the First Armed Police Transportation Corps, and the regiment was renamed the Armed Police Transportation Detachment.
