Gansu Province's policy measures to encourage college students and other people to join the army
In order to thoroughly implement Xi Jinping's thought on strengthening the army, further encourage and guide outstanding college students and other high-quality talents to join the army and make achievements, on the basis of implementing the relevant national conscription policies and in combination with the actual situation of our province, this policy measures are formulated.
1. Students of higher vocational (junior college) who were approved to join the army in the first half of the year have completed their professional courses and obtained the required credits for graduation regulations. The university where they are located will issue a graduation certificate in July. Students of the general undergraduate (vocational undergraduate) who were approved to join the army in the first half of the year have completed their professional course study and internship. The university where they are located organized graduation design and thesis defense before mid-March, and issued a graduation certificate in July.
2. After ordinary undergraduate graduates who enlisted from our province retire and whose university is qualified to be recommended for master's degree students, they should be recommended to be exempted from the school's master's degree within two years of retirement. Graduates of higher vocational (junior college) and students (including freshmen) who are enlisted in the army. After retirement, they can enter the general undergraduate (vocational undergraduate) without examination, or enter an adult undergraduate according to their wishes. All graduates from colleges and universities in our province are recommended as outstanding graduates of colleges and universities.
3. Retired university graduates who have been in the army for 5 years from our province share 10%-15% of civil servants targeted recruitment plans with serving grassroots project personnel. The province's grassroots full-time people's armed cadres recruitment plan is arranged to target the recruitment of retired university graduates from our province. College graduates who have been admitted to civil servants or public institutions join the army and retain their identity and administrative positions. The organizational relationship and administrative relationship will be transferred. The service life will be included in their service life and will be considered as grassroots work experience.
4. The province will take out positions with no less than 5% of the total number of state-owned enterprises recruiting positions every year, which will be used to targeted recruitment of retired university graduates from our province and include them in the total salary budget management. The recruitment information will be submitted to the human resources and social security department at the same level for public release online. Employees of state-owned enterprises in work are encouraged to enlist in the army and sign the "Gansu Province State-owned Enterprises Retirement Agreement for Retirement and Resumption of Workers for State-owned Enterprises in Gansu Province". The enterprises where they work retain their labor relations and positions, and pay all wages, bonuses and subsidies for the month of joining the army. During their service, they enjoy welfare benefits for employees in addition to wage income. The service life is included in the work years of this company and is deemed to be grassroots work experience.
5. On the basis of implementing the relevant national conscription policies, our province has implemented a one-time reward system for college students to join the army. College graduates (including college graduates who enlisted in the first half of the year) will be awarded at 10,000 yuan for undergraduate or above graduates and 7,000 yuan for junior college graduates. Students (including freshmen) receive a bonus of RMB 7,000 for undergraduate and RMB 5,000 for junior college. The rewards for enlisting college students of the ministry-affiliated universities, provincial universities, industry universities, and universities in other provinces shall be borne by the provincial finance, and the rewards for enlisting college students of the municipal colleges and private universities shall be borne by the local municipal finance. Each university may establish a "national defense scholarship" and a national defense scholarship of no less than 5,000 yuan will be distributed to students joining the army at one time.
6. Our province implements a one-time reward system for soldiers entering Tibet (including soldiers from plateaus), which are distributed at a standard of 10,000 yuan per person. The required funds are borne by the county, city and district finance. After the recruits join the army, the reward funds will be distributed to the recruits themselves or their parents by the county, city and district veterans.
7. If a college student soldier retires and resumes school, public sports, military skills and military theory courses will be exempted from examinations and shall be given prescribed credits. Graduates of higher vocational (junior college) who join the army the following year have obtained the prescribed credits and are exempt from graduation internship. When enlisting, the school will fill in and issue a graduation certificate according to the graduation time specified in the school system. College students who start their own business after retirement will enjoy tax incentives according to law and will be exempted from administrative and institutional fees within three years. Entrepreneurs who meet the support conditions can apply for an entrepreneurial guarantee loan of no more than 200,000 yuan from the local human resources and social security department. The maximum loan period shall not exceed 3 years and enjoy financial interest subsidy according to regulations. Small and micro enterprises that meet the conditions can apply for an entrepreneurial guarantee loan of no more than 3 million yuan, with a maximum period of no more than 2 years and enjoy financial interest subsidies according to regulations.
8. College students return home and apply for reimbursement of travel expenses according to the standards of road and railway transportation costs, and each person will receive a food subsidy of 100 yuan per day based on the round-trip time and physical examination time (1 day) of cumulative days. During the compulsory military service of young people, a free physical examination will be arranged for their parents every year and will be implemented in accordance with the physical examination standards for employees of local enterprises and institutions. The funds required for the above two policy measures are borne by the county, city and district finances, and organized and implemented by the county, city and district people's armed forces department.
9. For college students in ethnic areas and ethnic colleges and ethnic colleges and minority colleges joining the army, they will give priority to enjoy preferential policies such as targeted recruitment of enterprises and institutions in ethnic colleges and ethnic areas, and support for independent employment and entrepreneurship after retirement.
10. Strengthen the assessment and incentives for college graduate recruitment, include college recruitment work in the content of college performance evaluation and the management of civilized campus creation activities, clarify the corresponding scores, and include those who have not completed the college graduate recruitment task on the negative list. The recruitment work will be included in the " Model City for Double Support and Support " evaluation index system. Cities, prefectures, counties, cities, counties and districts that have not completed the task of recruiting college graduates will be cancelled in accordance with regulations. Provincial universities that have active and significant results in organizing college students to enlist in the army will be given appropriate preference when arranging enrollment plans in the next year. For each college student who is recruited to join the army, , the university will be given a funding subsidy of 500 yuan. The required funds will be borne by the provincial finance and allocated by the Provincial Department of Education.
This policy measures shall come into effect on the date of publication. If the current policy measures are inconsistent with this policy measures, the measures shall be implemented in accordance with this policy measures.
