What is airport clearance?
Airport clearance protection zone refers to setting a certain space range in accordance with the requirements of the airport clearance obstacle restriction map to ensure the safe takeoff and landing of the aircraft at the airport. If an aircraft wants to complete a flight mission, it must go through several stages of takeoff, climb, cruise, descent and landing. It must make requirements for the airspace near the airport within a certain range of the takeoff and landing route to ensure that there are no ground obstacles to hinder navigation and flight during the flight of the aircraft's takeoff and landing at low altitudes. This area is called the airport clearance protection area.

According to the "International Civil Aviation Convention" and the relevant provisions of the Civil Aviation Administration of my country: there are specific areas for airport clearance protection, and multiple runway airports are superimposed in sequence according to the number of runways.
Shanghai Pudong International Airport and Hongqiao International Airport obstacle restriction area protection range, respectively:
(1) Pudong Airport obstacle restriction area protection area
East boundary: west of the Yangtze River South Cao Channel;
South boundary: north of the East Highway;
West boundary: east of Shanghai Ring Expressway (G1501) and Dachuan Highway connection;
North boundary: south of Shangchuan Road (extended east to the seaside).
(2) Hongqiao Airport Obstacle restriction protection area
East boundary: Outer ring expressway, Beijing-Shanghai Railway , Inner ring elevated, Humin Elevated, Humin Road connection line west;
South boundary: north of Shenjia Lake Expressway;
West boundary: Hujia Expressway , Nanxiang Town, east of Shenhai Expressway (G15) connection line;
North boundary: south of Shanghai Ring Expressway (G1501).

In the airport clearance protection area, these behaviors are illegal!
According to Article 49 of the "HTM1 Civil Airport Management Regulations " (HTM1 State Council Order 553), it is prohibited to engage in the following activities in the civil airport clearance protection area:
(I) Emission of large amounts of smoke, dust, flames, waste gas and other substances that affect flight safety;
(II) Construction of shooting ranges, strong explosive warehouses and other buildings or other facilities that affect flight safety;
(I) Setting up lights that affect the use of visual navigation facilities at civil airports or the sight of pilots, Signs or objects;
(IV) Plant plants that affect flight safety or affect the use of civil airport navigation facilities;
(V) Release birds that affect flight safety, lift unmanned free balloons, tethered balloons and other objects to fly;
(VI) Incinerate crops that produce a large amount of smoke, garbage and other substances, or set off fireworks and fireworks;
(VII) Build buildings, plant trees, or engage in activities that affect the operation safety of civil airports within 5 meters outside the boundary of civil airports;
(VII) Other activities that affect the air clearance protection of civil airports stipulated by the civil aviation authority of the State Council.

Article 60 of the Civil Aviation Law clearly states that after the announcement of the new construction or expansion of civil airports is issued, if any unit or individual violates the provisions of this Law and relevant administrative regulations and builds, plants or sets buildings, structures, trees, lights and other obstacles that affect flight safety within the civil airport designated in accordance with the law and within the airport clearance protection area designated in accordance with the national regulations, the local people's government at or above the county level where the airport is located shall order it to clear it; the losses caused by this shall be borne by the person who constructs, plants or sets the obstacles.
Article 79 of the "Regulations on the Administration of Civil Airports" stipulates that if a prohibited activity is engaged in an airport clearance protection area, the local people's government at or above the county level where the civil airport is located shall order it to correct the situation; if the circumstances are serious, a fine of not less than RMB 20,000 and not more than RMB 100,000 will be imposed.
