However, there are still some opposition voices. Some people think that if such a mobilization is to cause an unstable period, affecting the task of preparing for war?
For this reason, Chairman Mao encouraged everyone to say: "In the past war years, cadres were often transferred. Our party, government, military and civilians had such a tradition. The 10th Plenary Session of the Eighth Central Committee decided to exchange cadres! Exchange the main cadres of the party and government at all levels in a planned and step-by-step manner. Communist Party members must be able to go up and down, be able to go down, be able to the people, be able to go east and west, follow the command of all actions, and be mobilized is beneficial. It is also an important part of strengthening collective leadership, opposing mountain doctrine, and ensuring the absolute leadership of the Party. The army must be unified, rectified, and strengthened."
After everyone's thoughts were unified, the commanders of major military regions began to be transferred, and the Central Military Commission also issued a special order, clearly requiring that the commanders who have been transferred to new positions should not exceed 10 people, and they must be in place within 10 days.
This adjustment can be said to be an important manifestation of Chairman Mao’s military governance strategy. Deng Xiaoping once commented: "This adjustment of senior military generals fully reflects Chairman Mao’s ability to lead the army. No army and any cadre are allowed to have their own sphere of influence."

Let’s talk about Yang Yong, the commander of the Xinjiang Military Region. He was previously the deputy commander of the Shenyang Military Region and was transferred to the commander of the Xinjiang Military Region in June 1973. It has just passed half a year.
and Wang Bicheng, the commander of Kunming Military Region, have served for a longer period of time, but it has only been two years. Compared with those who have been moving for more than ten years, they are still a "newcomer", so there is no need to move.
On the other hand, the appointment of these three people also has special considerations.
First of all, Qin Jiwei, who took over Liang Xingchu.In 1971, Liang Xingchu was affected by the September 13th incident. When the Central Committee was considering the candidate to replace him, he also fully considered the issue of military achievements. Qin Jiwei also made a name on the Korean battlefield and was recognized by the Central Committee at this time. Therefore, the Central Committee had special considerations for him to be given as the commander of the Chengdu Military Region.
Yang Yong served as the commander of the Xinjiang Military Region. He was carefully selected by the Central Military Commission. Xinjiang's geographical location is very special and the defense tasks are very heavy. Considering that Yang Yong's characteristics are prudence and a strong sense of the overall situation, putting him in this position is also a relief to the central government.
, and Wang Bicheng was the deputy commander of the Kunming Military Region. The previous commander of the military region was Qin Jiwei. After Qin Jiwei was transferred, a major event suddenly happened to the Kunming Military Region, that is, the political commissar Tan Furen, who was in charge of the work, was killed. Therefore, these three military commanders have important tasks and have not served for a long time, so they were not mobilized during this military commander exchange.
