Although the county party committee secretary is only a division-level cadre, he is not an ordinary division-level cadre. Selecting and employing county party committee secretaries well is of special significance in ensuring county-level economic development, social harmony and stability, and in major issues concerning the overall work of the party and the country.
In the past, county party committee secretaries were inspected by the Organization Department of the provincial municipal party committee and appointed after discussion by the municipal party committee standing committee. In addition to Hainan Province, there are also members of the leading and deputy leadership teams of county committees, governments, people's congresses, and the Chinese People's Political Consultative Conference of some municipalities, as well as candidates for presidents of courts and procuratorates, secretaries of disciplinary inspection committees, and deputy directors of supervisory committees. These are also discussed and decided by the standing committees of municipal committees, and elections or appointments are made in accordance with relevant procedures.
To sum up, under normal circumstances, most cadres at the county and division levels are basically appointed in accordance with the regulations on cadre management authority and belong to department-level cadres.
