On December 28, Beijing Municipal Bureau of Economy and Information Technology organized a publicity and implementation training for the Digital Economy Promotion Regulations, publicized and implemented the "Beijing Digital Economy Promotion Regulations" (hereinafter referred to as the "Regulations") and conducted special training on smart cities. At the meeting, the heads of relevant departments gave a comprehensive interpretation of the relevant contents of the Regulations and introduced in detail the performance evaluation work of the municipal government information system. On that day, a total of 230 people from more than 60 departments in the city (including 16 districts and economic and technological development zones) participated in the training through the "Beijing Office" video conference.

Peng Xuehai, member of the Party Leadership Group and Deputy Director of the Beijing Municipal Bureau of Economy and Information Technology, mobilized at the opening of the class, emphasizing that the "Regulations" provide a legal basis for the municipal economic and information departments and relevant committees and bureaus to perform their duties in the fields of smart cities and digital economy, marking a new stage in promoting law-based administration. He said that all departments should unify the implementation of various digital economy tasks to the level of implementation of the "Regulations", deeply understand the connotation of the "Regulations", and learn to make good use of the "Regulations" in conjunction with their own work.
The "Regulations" will be officially implemented on January 1, 2023. The "Regulations" are Beijing's benchmark system for promoting the development of the digital economy. The introduction of the "Regulations" is of milestone significance for the development of Beijing's digital economy. It complies with the development laws of the digital economy, highlights the characteristics of the capital, adheres to a problem orientation, responds to the needs of all walks of life, and provides a normative and forward-looking institutional environment and new opportunities for the development of Beijing's digital economy.
At the meeting, Chen Xia, deputy director of the Big Data Application and Industry Division of the Beijing Municipal Bureau of Economy and Information Technology, gave a comprehensive interpretation of the background of the Regulations, the development history of Beijing's digital economy, the achievements of Beijing's digital economy benchmark construction, the necessity of legislation, the legislative process, legislative highlights, the overall structure of the regulations, data zones, digital industrialization, chief data officers, data security, talent development and implementation.
During the "14th Five-Year Plan" period, my country's informatization development and construction has entered an important stage of comprehensive reform and deepening improvement. Focusing on the overall goal of promoting the modernization of the governance system and governance capabilities, the construction of digital government has been accelerated. Government informatization work is facing new situations, tasks and requirements. In order to promote the standardization and effectiveness of Beijing's government information construction work and give full play to the role of performance evaluation in promoting the development of smart cities and digital government, since this year, the Beijing Municipal Bureau of Economy and Information Technology has carried out a trial evaluation of the performance of municipal government information systems. At the meeting, Wang Haifeng, deputy director of the Big Data Application and Industry Department of the Beijing Municipal Bureau of Economy and Information Technology, gave a detailed introduction to the 2022 municipal government information system performance evaluation work from policy requirements, performance evaluation indicators , evaluation methods, work results, application effects, system security, overall performance, outstanding cases, typical problems, work requirements and 2023 work goals.
After the meeting, participants from various districts and departments expressed that through this training, they had a better understanding of the "Regulations" and the Beijing municipal government information system performance evaluation work, which clarified the overall direction for subsequent related work and unified thinking.
