The suggestions mentioned by Lavrov mainly include two points, namely the "demilitarization" and "denazification" of the "Kiev-controlled areas". In fact, these two points are also the target requirements that Russia emphasized when Putin ordered special military operations at the beginning of this year.
During the Russia-Ukraine conflict, the Russian army controlled the two Donbas states in Ukraine, as well as most of Zaporozhye and Kherson in the south. Therefore, Lavrov also regarded these areas as Russian-Russian federal territory this time and required security to be ensured. Lavrov also emphasized that now "the ball is in the court of Kiev and Washington ." In his view, the United States and NATO are trying to differentiate themselves from Russia on the battlefield.

Western media also interpreted Lavrov's statement as an "ultimatum", that is, if Ukraine does not meet Russia's requirements, Russian military operations will continue.
However, Lavrov believed that " Zelensky and his masters" were not ready to compromise, because Zelensky said so in his speech in Washington.

Putin has recently expressed his willingness to negotiate, but Putin believes that Western countries and Ukraine have rejected the possibility of negotiations.
Regarding the current situation between Russia and Ukraine, Former US Secretary of State Henry Kissinger issued an article as a 99-year-old diplomatic strategist calling for seizing the window period and ending the dispute through negotiation to avoid leading to a " world war".
Kissinger also called for negotiations in May this year, but his call was not taken seriously by the Biden administration, and even Ukraine dismissed his call.
Until recently, when Zelensky went to the United States to solicit sponsorship, he did not explicitly want to negotiate with Russia, but pretended to "judge" Russia. In particular, Kiev also demands that Russia be kicked out of the United Nations Security Council and even conduct a "war crimes trial" on Russia, which is absurd in Russia's eyes.
