The operation of today's international political order cannot be separated from a wide variety of international institutions. It is with the planning, organization and promotion of international institutions that various international issues can be successfully promoted and resolved. It is no exaggeration to say that without the cooperation and support of various international institutions, the global multilateralist architecture will be like a tall building built on the beach, which will collapse in the wind. As the world's most important international organization, the United Nations shoulders the important international responsibility of maintaining world peace and promoting common development.
In the United Nations, the most representative and authoritative mechanism is the United Nations General Assembly . During the meeting, every United Nations member has the right to participate and express his or her views on the important international issues discussed and make the final vote. As for the group of permanent members of the Security Council composed of the five major powers, China, Russia, the United Kingdom, and France, it is the most important mechanism for ensuring global peace. In actual operation, only if the five major countries are unanimous can they carry out military operations in the name of the United Nations. Otherwise, any use of force will be illegal.

In the past 70 years, although the world has experienced the high-risk period of the Cold War, two world wars have not broken out like in the first half of the 20th century. In addition to the destructive power of nuclear weapons, the role of the United Nations cannot be ignored. However, since the end of the Cold War, with the formation of the , one super, and multiple powers structure, the United States has become increasingly domineering, repeatedly placing its own hegemonic interests above the overall interests of the United Nations, and manipulating the United Nations to satisfy its own selfish interests.
After the conflict between Russia and Ukraine, the United States encouraged a lot of little brothers to launch a siege against Russia on the United Nations stage. Although Russia, as a permanent member of the Security Council, has a veto power to defend its own interests, at the United Nations General Assembly, Russia is still unable to defeat it with two fists and four feet.

In view of this, Klimov, Vice Chairman of the International Council of the Russian Federation, proposed that the United Nations headquarters be moved from its current location in New York, United States, to the capital of Mongolia Ulaanbaatar , in order to eliminate the deep control of the United Nations by the US and Western hegemony. Klimov gave two important reasons why
chose Ulaanbaatar, which is not well-known. First, from a political point of view, Mongolia has always adhered to the neutralist line, has never joined any military confrontation group, and has a strong tradition of independence; second, from a geographical point of view, Mongolia happens to be in the center of the Eurasian continent, which is home to billions of people around the world and occupies the most important position in the global political map.

Looking at these two reasons alone, Klimov’s proposal is indeed quite constructive. But upon closer inspection, this is just wishful thinking on the part of the Russian authorities. Ordzhoniki, a senior Russian diplomat and former deputy secretary-general of the United Nations, believes that Kerimov's idea is completely correct, but there is actually no room for maneuver.
First, although Mongolia is located in the center of the Eurasian continent, its natural environment is quite harsh and its environmental carrying capacity is poor. Decades of mineral mining and animal husbandry development have resulted in extremely serious local sandstorms and sandstorm disasters. Not to mention the relocation of the United Nations headquarters here, there are only a handful of foreign tourists and businessmen in Mongolia. Secondly, the most important reason why New York can become the seat of the United Nations headquarters is that the local infrastructure is complete, the transportation is convenient, and the superior conditions of an international city can fully meet the housing, medical care and children's education issues of tens of thousands of United Nations staff. For Ulaanbaatar, these are simply out of reach.

Second, for such a huge activity as the relocation of the United Nations Headquarters, the relevant countries must have sufficient financial resources to support the smooth completion of the relocation and the various potential costs in the later period. This expense is obviously not something Mongolia, a less developed country, can afford.
Taken together, a country that is capable of undertaking the relocation of the United Nations Headquarters must have a world-class economic strength, excellent urban infrastructure, transportation facilities, and climate environment, and be able to maintain long-term political neutrality. After listing the above conditions, basically only China meets this condition.Looking specifically at cities, not to mention the four first-tier cities of Beijing, Shanghai, Guangzhou and Shenzhen, new first-tier cities such as Hangzhou, Chengdu, and Wuhan are also eligible to compete.

If the idea of relocating the United Nations to China can be realized, then China's influence in the new era will surely reach a higher level.
