When presiding over the study, Xu Zhongjian, Secretary of the Municipal Party Committee, emphasized that we must comprehensively improve our safety governance capabilities and levels with a sense of responsibility of "always rest assured", and implement the spirit of the 20th National Congress of the Communist Party of China with practical actions. Xu Zhongjian pointed out that since this year, the city's production safety situation has been generally stable and no major or above safety accidents have occurred. But we must also be clear-headed that the overall level of safety production in our city is not high, and safety risks still exist. All levels and departments in the city must always keep the string of production safety tight, closely combine the study and implementation of the spirit of the 20th National Congress of the Communist Party of China with the study and implementation of General Secretary Xi Jinping’s important expositions on production safety, conscientiously implement the decisions and deployments of the Party Central Committee and the State Council and the work requirements of the Provincial Party Committee and the Provincial Government, and with iron determination, iron skills and iron measures, we must shoulder the political responsibility of "promoting development and ensuring safety in one area."
Xu Zhongjian emphasized that it is necessary to build a solid line of defense for safe production. We must comprehensively investigate and rectify risks, insist on moving the checkpoints forward, strengthen source control, keep a close eye on key industries, key areas and important time nodes, carry out dragnet-style investigation and rectification, and focus on special rectification in key areas such as residents' self-built houses, construction, transportation, mining, dangerous chemicals, fire protection, urban gas, forest fire prevention, and resolutely prevent major and serious accidents. We must comprehensively improve the ability to deal with safety risks, strictly implement the 15 measures of the State Council Safety Committee, improve the early warning and prevention system, carry out normalized emergency drills, and make preparations for responding to extreme disaster weather in advance to ensure the safety of people's lives and property.
Xu Zhongjian emphasized that work responsibilities must be tightened and consolidated at all levels. We must resolutely implement the safety production responsibility system, and in accordance with the requirements of "managing the industry must manage safety, managing business must manage safety, and managing production and operation must manage safety", we must tighten the leadership responsibilities of party committees and governments at all levels, local management responsibilities, departmental supervision responsibilities, and enterprise main responsibilities.
