This is the last progress node of the second water source and supporting facilities construction project of the Nanjing Jiangbei Yangtze River Delta Integrated Green Development Demonstration Zone (referred to as the "Second Water Source Project"). According to the requirements of the provincial government, areas with conditions should build more than two relatively independent drinking water sources that control water intake, which are considered to be of the same status as the management of the main water source. In 2019, Sancha Reservoir was identified as the second water source in Jiangbei , except for the Yangtze River ; the following year, Jiangbei Public Utilities Group, a member of Yangtze National Investment Corporation, and Pukou Urban Construction Group, jointly invested to establish Jiangbei Water Raw Water Company (referred to as "Raw Water Company"), which is responsible for the investment and construction of the second water source project.

In his speech, Guo Jian pointed out that this project is an important measure for water resource integration in Jiangbei region and an important guarantee for regional drinking water safety. After it is put into use, the near-term emergency water supply scale can reach 650,000 tons/day, the long-term emergency water supply capacity can reach 900,000 tons/day, and the conventional water supply capacity has been 1.55 million tons/day, achieving full coverage of Dajiangbei water supply and ensuring that the public has worry-free emergency drinking water.
Ge Ling warmly congratulated the smooth water circulation of the raw water system in Jiangbei region. She said that the Jiangbei region’s emergency water source project ranks first in the city’s three emergency water source construction projects, and has the characteristics of many points, wide areas and long lines. The successful completion of the project is of great practical significance for effectively responding to water pollution incidents, further improving the security and resilience of Jiangbei region, maintaining social stability and ensuring the economic development of .
Then, under the joint witness of the on-site personnel, He Jinxue announced that the raw water system in Jiangbei region was officially opened. Since then, the "three sources and five plants" pattern of water supply in Jiangbei region has officially formed , and the "water supply lifeline" in Jiangbei region is fully connected to .
It is understood that the prerequisite for full-line water supply switching is to complete the water source switching between Jiangpu Water Source Plant and Qiaolin Joint Pump Room. The total length of raw water system pipeline in Jiangbei area is 45.5 kilometers , which is a double-tube construction. Among them, this water source switching involves pipeline 28.5 kilometers . If the water source is transported too quickly and too fast, it is easy to cause damage to the interior of the pipeline. Before the switch, Yuanshui Company equipped a professional team to conduct inspections. On the basis of increasing the traditional artificial listening and leakage force, it adopted a high-sensitivity hydrophone and a full-line GIS geographic information system. Through the dynamic simulation system of the pipeline, the entire line process can be visualized, and the fault points can be accurately positioned to ensure that the entire water source switching process is orderly and smooth.

After the water source switching is completed, the Jiangpu water source located between Qili River and Chengnan River will no longer assume the function of water supply, release the Yangtze River water source protection area and the upstream and downstream space along the river, and return the shore to the people, providing a spatial foundation for Jiangbei New District to build a riverside scenic belt on the Yangtze River coastline.
According to the Jiangbei New District plan, by 2035, the total planned population of Jiangbei region will reach 3.3 million. After more than ten years of planning, the investment was 3.637 billion yuan. After the joint efforts of Jiangbei New District and Pukou District, the second water source project has been completed and officially opened. Full coverage of water supply in Dajiangbei can be achieved in both normal and emergency situations, ensuring that the public has no worries about emergency drinking water. This is not only a people's livelihood project that benefits millions of people, but also a century-old project to ensure the safety of urban water supply.
