This year, various democratic parties conducted in-depth research on Bao'an's "three cities" construction and the main framework of "422133" work, and submitted a total of 11 party proposals, covering various fields such as industrial development, education and culture, medicine and health, and one of which was selected as a key proposal.
Behind this is the importance that the Bao'an District CPPCC attaches to the work of "proposal + democratic parties". Since 2021, the Bao'an District CPPCC has innovatively carried out the "proposal + democratic parties" work, requiring "the chairman to take charge, topic selection and demonstration, collective research, special team writing, meeting review, self-picking and self-supervision, and mutual evaluation", broadening the channels for democratic parties to participate in politics and discuss politics, and improving the proportion and quality of collective proposals.

At the same time, various democratic parties have a strict organizational system, which is convenient for gathering collective strength and collective wisdom, and has organizational advantages.

Since 2016, various democratic parties have conducted 116 special research projects, 11 people have participated in the conference, 926 people have participated in the consultation and suggestions on their duties, and submitted 64 collective proposals. Among them, 12 proposals have been identified as key proposals of the year, and 16 proposals have been selected as outstanding proposals of the fifth district CPPCC, promoting the resolution of a number of key issues involving the economic and social development of the whole district, and difficult issues that the masses care about and grassroots are concerned about, making positive contributions to promoting the high-quality development of Bao'an economy and society.

In order to better play the role of democratic parties, the Bao'an District CPPCC explores ensuring the handling of party proposals from a system and mechanism perspective.
On May 17 this year, the Bao'an District CPPCC held a work deployment meeting on "Proposal + Democratic Party" and interpreted the "Bao'an District CPPCC's "Proposal + Democratic Party" Work System (Trial)" (hereinafter referred to as the "Work System") and implementation plan.
The main content of this work system is "the chairman is responsible for the topic selection, discussion of topic selection, collective research, writing of special teams, review of meetings, self-picking and self-supervision, and mutual evaluation". It conducts full-process and full-chain standardization from the topic selection, research, writing, supervision, and evaluation of democratic parties, and clarifies responsible persons, time nodes and relevant standards.
The advantage of doing this is that it strengthens the responsibility for democratic parties in their proposals and helps democratic parties to propose forward-looking, reasonable and feasible high-quality proposals.
On this basis, the Bao'an District CPPCC has issued an implementation plan, clarifying 15 specific tasks in the four quarters of "proposal + democratic parties", clarifying the implementation of the subject, specific content, and relevant standards, and building a complete "proposal + democratic parties" work operation mechanism.
"There was no specific work process before, which could easily lead to low initiative." Yang Yin, a member of the Bao'an Branch of the China Democratic National Construction Association, introduced that after now, the 15 specific tasks of "proposal + democratic parties" have been clarified, "I have a job every month, and I feel much more down-to-earth, and everyone's initiative has also improved."
Bao'an District CPPCC staff introduced that an innovation in this work system is two-way evaluation to ensure that the work of "proposal + democratic parties" achieves practical results.
Previously, democratic parties were not informed of the relevant work of the Party Committee and the government and could not understand the government's work in a timely and accurate manner. Some counterpart contact units have insufficient understanding of democratic parties' participation in politics and policy-making, and have not provided detailed and specific research materials to democratic parties. In addition, during the process of handling proposals, some undertaking units do not attach enough importance to democratic parties' proposals, and are perfunctory in handling and implementing them.
Therefore, this working system has established a mutual evaluation mechanism for the quality of proposals and the quality of proposal handling among democratic parties.
On the one hand, a proposal quality evaluation form is issued to the proposal handling unit to evaluate the quality of party proposals. On the other hand, relevant personnel from various democratic parties formed an evaluation group to evaluate the results of the proposal handling by the organizer, promote exchanges, interactions and friendly consultation between the two parties, and improve the effectiveness of the proposal handling.

system lies in implementation. In September just past, the Bao'an District CPPCC launched the "Proposal Research Month" activity.
